• The Air Force Civilian Service (AFCS) is looking for a full time Information Technology (IT) Specialist (GS-2210-11), to perform as an IT Strategic Acquisitions Planner, working at Headquarters (HQ) NORAD/USNORTHCOM (N&NC), on Peterson Space Force Base (SFB), in Colorado Springs, CO.
• Salary ($74,361 - $96,666) based on experience.

• In this position you will serve to identify, analyze, and plan for IT systems and maintenance/support requirements, perform market research, obtain completive quotes, and purchase the IT firmware, hardware and software to satisfy the requirements.
• Must be a U.S
Citizen
• Must be able to obtain & maintain a “Top Secret/SCI” Security clearance.
• This position is designated as a Drug Test Designated Position
• Must be able to obtain and maintain Defense Acquisition Workforce Improvement Act (DAWIA) certification requirements within 24 months of assignment.
• Must be able to engage in, and complete acquisition continuous learning by achieving 80 Continuous Learning points every 24-months.
• Knowledge of IT and terminology; systems analysis, database management, software engineering, software, hardware, networking, technology and operations, regulations, and other guidance to develop requirements and specifications for systems that meet business requirements.
• Knowledge of a variety of IT equipment, interfacing analysis and design techniques, alternative approaches, planning techniques, and maintenance economy to apply a structured systems analysis approach to the design and development of new or enhanced applications.
• Knowledge of IT life cycle management, policies, standards and techniques
Knowledge of the principles, concepts, and methodology of IT systems acquisition management to participate in the IT capital planning process.
• Knowledge of the capabilities and limitations of applicable IT to conduct systems integration project procurements.
• Knowledge of IT contracting and acquisition techniques, policies, and standards as they relate to the contracting and acquisition of IT infrastructure, hardware, software and services to develop requirements and specifications for systems that meet business requirements.
• Knowledge of financial planning and budgeting techniques, policies, and standards as they relate to financial planning to participate in the IT capital planning process.
• Skill in the application of conventional IT management principles and concepts to draft IT Policy and Plans.
• Skill in adapting proven approaches for interfacing new or existing systems to the organization’s IT environment (e.g., NORAD and USNORTHCOM) to apply a structured systems analysis approach to the design and development of new or enhanced applications.
• Ability to define and analyze complex computer business systems; define clear-cut problem areas, gather and analyze factual data, and to form and communicate conclusions and give recommendations to advise on the merits of proposed systems development projects.
