Job Description
Serves as the IT Systems Support Administrator and reports to the Chief Technology Officer. As such, the incumbent installs, maintains, and upgrades computer software programs and infrastructure. Performs testing, quality analysis, and implements security protocols. Respond to customer inquiries, troubleshoots, and resolves a variety of computer and network issues.
ESSENTIAL FUNCTIONS/JOB TASKS: (Reasonable accommodations will be made to enable individuals with disabilities to perform the essential functions)
- Work with outside agencies such as the Harford County Department of Emergency Services (DES), Maryland State Police (MSP), Harford County Sheriff's Office (HCSO) to remotely troubleshoot and maintain IT Equipment utilized by City personnel.
- Install, maintain, troubleshoot and repair a wide variety of applications, systems and hardware to include; computers, servers, copiers, printers, software, networking, security, telecommunications, cameras, audio/visual and access control.
- Collaborate with outside product vendors and other municipal IT professionals to stay informed of new technology, policies and best practices.
- Work with City staff to resolve problems and overcome challenges to improve productivity.
- Develop ways to improve efficiency by using automation, altering steps or creating alternative ways to achieve a desired outcome.
- Create new network troubleshooting strategies to help reduce downtime and decrease maintenance costs.
- Maintain inventory control of all city-owned assets to include personal computers, software, phones, security cameras and A/V equipment.
- Administer, manage, and secure user accounts across all software and hardware platforms.
- Responsible for maintaining and testing system backups, endpoint security applications, hardware patching, upgrades and firmware.
- Research, test and make recommendations for new hardware and software applications during scheduled refresh cycles or to meet end of support life deadlines.
- Develop and implement internal training programs for City staff.
- Provide high quality technical customer service in person, remotely, by phone and email.
- Provide technical assistance and support for offsite events as needed.
- Provides exceptional customer service.
- Perform other duties as assigned.
OTHER RELATED FACTORS:
- Must possess a valid driver’s license
- Must have evening and weekend availability as needed
MINIMUM QUALIFICATIONS:
Knowledge, Skills and abilities:
- Working knowledge of the operation and functional characteristics of computers, commercial software packages, IT networks, and implementation of firewalls/security measures.
- Strong analytical and problem solving skills.
- Ability to troubleshoot and resolve a myriad of computer and network issues ranging from easy to very complex.
- Ability to type, reach, push, pull, use hand tools, lift, carry and move objects such as computers, monitors, printers, and copiers; must be able to climb ladders and work overhead running cables and performing other tasks.
- Ability to refer to reference books and online solutions to determine optimum solutions to computer problems.
- Ability to communicate clearly and effectively in written and oral form.
- Must have basic knowledge of electricity and electronics.
- Possess problem solving/analysis skills.
- This position required frequent work for the police department, with law enforcement IT devices, infrastructure, and personnel as well as working with County and State law enforcement agencies. As such, the incumbent must have the ability to pass a rigorous pre-employment background check to include a polygraph.
Education and Experience:
- Possession Bachelor’s Degree in Information Technology or a related field or 5 years of IT work experience.
- Familiarity with networks and operating languages and exposure to commercial software application and installation
