Description of Job
About the Work Unit
The Network Systems and Engineering Services-Technology Unit is located within the Division of Maintenance & Operations (DMO). The Unit is accountable to maintain, operate, and provide technical support to CDOT staff, Intelligent Transportation Systems (ITS) programs, networks, ITS assets, software systems, data, to include inside plant (ISP), outside plant (OSP) fiber and ITS infrastructure. In partnership with other State Agencies, the unit is also accountable for maintaining and enforcing Cyber Security policy on the ITS network and Traffic Operation Centers Statewide. Additionally, the unit is responsible/accountable for leading and implementing next generation ITS Architecture technology solutions that save lives and provide freedom through mobility.
The Network Systems and Engineering Services – Technology Unit consist of ITS Professionals i.e. ITS Networks, Systems, Fiber Optical Architects and Engineers, Security and Data Administrators and Network Operations Center technicians. Working closely with Units within the Division of Maintenance and Operations, Chief Engineer, Regions, Division of Transportation Development and Chief Data Office, it sets statewide ITS-Transportation standards, specifications, policies and guidelines in collaboration with other Units within the ITS & Network Services Program.
The ITS Network Operations Center (NOC) is ITS's first point of contact and a conduit into the ITS Branch for customers to report incidents, problems, and submit change requests, all of which are categories of “services” provided by ITS and for the ITS owned assets and infrastructure or customer service requests for ITS Technical Roadside and IT Technology Services. Additionally, the NOC implements Services Management principles through the Information Technology Infrastructure Library (ITIL) framework. ITIL framework being industry best practices for delivering Technology services, by converging and coordinating processes and stages of the Technology service lifecycle. By leveraging the ITIL systematic approach to service management, the NOC provides key resources and insight into CDOT-ITS Units and allows ITS Unit Managers to manage risk, strengthen customer relations, establish cost-effective practices, and build a stable ITS environment that allows for growth, scale and change.
About the position
This position exists to monitor, troubleshoot, and configure ITS devices with the Network Operations Center. This position primarily works tasks via tickets and is tasked with keeping quality notes and troubleshooting tickets through to completion. The purpose of this position is to institutionalize knowledge of dozens of device types and systems that make up the ITS environment, with the goal of reducing demand on the ITS FIeld Operations team to deploy crews in the field to resolve issues. Ultimately increasing the ITS Field Operations team ability to focus on assets needed to support the operations and safety of the highway system.
This position will be a lead and develop the expertise to quickly, effectively and efficiently troubleshoot devices that are malfunctioning or not operating properly. Developing standard troubleshooting procedures, holding the NOC contractors accountable to performing quality work and increasing the internal knowledge base of complex and sometimes dated hardware, software and systems so that repairs, replacements and fixes can be implemented quickly.
Your duties and responsibilities will include, but are not limited to, the following:
+ The ITS Field Device Specialist is responsible for troubleshooting and resolving tickets related to ITS network, servers and roadside devices in accordance with NOC defined service level agreements.
+ Perform Tier 2 troubleshooting to either resolve the problem or to determine what tier 3 group the ticket should be sent to for resolution.
+ Identifies work that is required in the field and ensures every possible step has been taken to remotely resolve the issue and or isolate the theorized field issue prior to dispatching the ITS Field Operations team to restore in the field.
+ Schedules key maintenance activities to prevent future failures by understanding how systems, hardware and network gear works together so that failures of roadside devices can be prevented.
+ Monitors, configures and troubleshoots a multitude of software systems that control ITS assets and devices and trains NOC contractors on these processes.
+ Follow written procedures and thoughtfully work through troubleshooting malfunctioning assets thoroughly and in detail, taking every step to ensure remote restoral is attempted prior to deploying the ITS Field Operations team.
+ Configure new devices to ITS standards and specifications, integrating new devices into the ITS environment.
+ Work directly with customers in the field and on projects who need immediate attention and answers.
+ Assist/train Tier-1 NOC Technicians and ensure quality completion of duties.
+ Collaborate regularly with key customers of the NOC including operators and ITS Field Operations team to prioritize and understand root cause issues.

Experience Only:
Three (3) years of relevant experience in an occupation related to the work assigned to this position. Examples: IT Programs, IT Help Desk, IT Cybersecurity, IT Infrastructure.

Education and Experience:
A combination of related education, formalized apprenticeship program, certification, and/or relevant experience in an occupation related to the work assigned equal to three (3) years.
