The County of Riverside Flood Control and Water Conservation District has multiple opportunities for a Junior Engineer/Assistant Engineer/Assistant Civil Engineer located in Riverside. The incumbent(s) will perform varied and difficult flood control engineering work in one or more of the District's engineering divisions, which include the planning, design, construction, and operation and maintenance of Stormwater Management Facilities. The selected candidate will be tasked with assisting in the design and planning of public works improvement projects, designing simple hydraulic structures, performing hydrologic flow studies of flood control facilities, preparing hydro-logic studies on various structures, hydraulic analysis, plans, profiles, cross-sections, quantity estimates, and horizontal and vertical curve alignment computations.
The Department is seeking candidates who possess the following:
- Experience working with relevant programs or software, such as HEC-RAS, HEC-HMS, WSPG, Micro Station, Inroads, AutoCAD, CivilD, Flo-2D, or other Hydraulic, Hydrologic, Structural design software.
- Experience or coursework (such as hydrology, hydraulics, etc.) related to flood control engineering work.
- Internship experience, preferably in a related area.
- EIT License
- Leadership skills demonstrated through membership to engineering boards, societies, or clubs.
The Junior Engineer and Assistant Engineer are part of the Entry-Level Engineering Series. The Junior Engineer is a natural progression underfill for Assistant Engineer. Incumbents are eligible to promote to next level in the series without a competitive recruitment upon successful completion of their probationary period, a satisfactory performance evaluation, acquisition of the knowledge, skills, and abilities necessary to progress, and meeting any additional qualification requirements. This non-competitive growth promotion occurs at the department's initiation. Incumbents may also be eligible to promote to the Assistant Civil Engineer upon acquisition of the required licensure. The probationary period for these positions is one year.
The level at which the position will be filled is at the Department's discretion and is contingent on the candidate's experience and qualifications.

The Riverside County Flood Control and Water Conservation District provides for the control and conservation of flood and storm waters and for the protection of watercourses, watersheds, public highways, life, and property from damage within its boundaries.
EXAMPLES OF ESSENTIAL DUTIES
Junior Engineer
• Assist in the design and planning of public works improvements, facilities and structures by preparing plans, profiles and cross-sections; make quantity estimates and horizontal and vertical curve alignment computations and establish tentative gradelines; compute earthwork and design simple hydraulic structures; may participate in inspections during construction.
• Record locations on maps, reduce field notes and sketch proposed layouts for various installations.
• Prepare hydrologic and/or traffic flow studies; conduct field investigations as needed.
• Assist in conducting water quality and water rights studies or air quality and emission modeling oriented studies.
• Tabulate and summarize statistical data and prepare reports; apply engineering techniques and practices to air and water pollution control problems.
• Assist with investigating and responding to public inquires and complaints.
• Assist in the preparation of permitting and design documents for regulatory agency approval.
Assistant Engineer
• Assists in the design of roads, hydraulic, reinforced concrete structures, sewer systems, or other public works projects by preparing plans, profiles, and cross sections, making quantity estimates, horizontal and vertical alignment computations, and establishing grade controls.
• Supervises and performs drafting, computing, checking, and direction of field operations involved in the gathering and compilation of field data for the design layout and construction of highways, flood control channels, subdivisions, drainage structures, wells, sewer systems, parks, buildings, waste disposal, and other projects.
• Makes structural engineering analysis of proposed commercial, industrial, and complex buildings and structures; reviews grading, building, and structure plans for conformity to uniform building codes, local ordinances, state regulations, and administrative policies.
• Assists and advises permit applicants with engineering and related problems.
• Prepares and reviews maps; calculates and plots the results of field surveys.
• May inspect the construction of projects under contract.
• Makes field tests and takes samples for laboratory tests of materials; makes estimates for projects planned or under construction; prepares reports.
Assistant Civil Engineer
• Assists in the design of roads, hydraulic, reinforced concrete structures, sewer systems, or other public works projects by preparing plans, profiles, and cross sections, making quantity estimates, horizontal and vertical alignment computations, and establishing grade controls.

MINIMUM QUALIFICATIONS
Junior Engineer - $77,232.90 - $98,849.92 Annually
OPTION IEducation: Graduation from an accredited college or university with a bachelor's degree in Civil Engineering, Environmental Engineering or Bioresource and Agricultural Engineering field. (Possession of a valid certificate as an Engineer-in-Training issued by the California State Board of Registration for Professional Engineers may substitute for the required education.)

OPTION II
Education: Graduation from an accredited college or university with a bachelor's degree in an engineering field or possession of a valid certificate as an Engineer-in-Training issued by the California State Board of Registration for Professional Engineers within six (6) months of hire.
Experience: Current employment with Riverside County as an Engineering Student Intern or completion of an engineering internship with Riverside County.
Assistant Engineer - $82,639.02 - $110,550.96 Annually
Education: Graduation from an accredited college or university with a bachelor's degree in civil engineering. (Possession of a valid certificate as an Engineer-in-Training issued by the California State Board of Registration for Professional Engineers may substitute for the required education.)
Experience: One year of professional civil engineering experience.
Assistant Civil Engineer - $88,423.92 - $116,596.90 Annually
Experience: One year of professional civil engineering experience.
License/Certificate: Possession of a valid certificate of registration as a Civil Engineer issued by the California State Board of Registration for Professional Engineers.
ALL OPTIONS:
License: Possession of a valid California Class C Driver's License at the time of employment.
GPA:Candidates must have graduated with or currently have a GPA of at least 3.0

Knowledge of: The fundamentals of civil engineering; mathematics and physics as applied to engineering; topography and construction surveying, stress analysis, analytical mechanics, and the strength, properties, and uses of construction materials; general methods and procedures for describing real property.
Ability to:Design a variety of public works structures with skill and accuracy; make difficult mathematical computations and keep neat and accurate field notes; review and approve grading and structural plans; make accurate drawings and maps and prepare technical reports; maintain cooperative working relationships with others.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. Effective July 1, 2023 employee contributions are 7.25% and will increase to 7.75% effective July 1, 2024.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

CalPERS is governed by the Public Employees' Retirement Law. The Retirement Law is complex and subject to change. DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY: Short-term Disability benefit pays up to a maximum of $461.54 weekly, payable up to a maximum of 52 weeks.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
