JUNIOR MANAGEMENT ASSISTANT, MAYOR’S OFFICE FOR VICTIMS’ RIGHTS (1840) - City and County of San Francisco

In June 2022, San Francisco voters passed a ballot measure that mandated the creation of a Mayor’s Office for Victims’ Rights (MOVR), also known as the Office of Victim Witness Rights, an independent city department designed to represent the interests of victims of crimes. In May 2024, Mayor London N. Breed officially created MOVR when she appointed its inaugural director. In June 2024, the Board of Supervisors moved the existing Office of Sexual Harassment and Assault Response + Prevention (SHARP) to MOVR, thereby including its work to directly serve sexual assault survivors under the purview of MOVR. This is an opportunity to join a small, collaborative team in the start-up phase of San Francisco’s first city department dedicated to serving victims, with an understanding that the concept of “victim support” must include violence prevention given the permeability between perpetrator and victim groups.

MOVR Mission Statement: To advocate for and enforce the rights of crime victims, ensuring fair and just treatment throughout the criminal and civil legal processes. We work to strengthen and oversee a comprehensive network of victim services across the city, with a special focus on those affected by domestic violence, sexual assault, community violence, and hate crimes.

Appointment Type: Permanent Exempt - This position is excluded by the Charter from the competitive Civil Service examination process and shall serve at the discretion of the Appointing Officer. The duration of the appointment shall not exceed 36 months.

The Junior Management  Assistant will move the work of the MOVR forward by interacting directly with individual survivors of violence, their advocates, community-based organizations and government agencies relevant to the areas of victims’ rights and violence prevention and supporting the overall operations of this new office.

Essential duties for this position include:

· Managing and conducting intakes with possible victims and survivors

· Maintaining records and client database(s) and compiling information and data in preparation for reports and presentations needed by MOVR staff

· Communicating with the public, government agencies, and community-based organizations via multiple means of communications (i.e., phone, email, official correspondence, in-person) — topics to be communicated includes, but is not limited to, information about MOVR and victim service providers, and victims’ legal rights guaranteed by the California constitution

· Along with other MOVR staff, help to staff, convene, and create agenda materials for bodies convened by MOVR, such as the Family Violence Council and others

· Receives calls, emails, correspondence, and walk-ins and routes contacts as appropriate to MOVR staff or outside entities

· Coordinates public events, trainings, group meetings and other convenings, on behalf of MOVR

· Gathers, compiles, analyzes data, and assists in preparing reports using database programs, spreadsheets, word processing applications, and other tools

· Assists in the development of recommended solutions by conducting research, reviewing and analyzing information, and corresponding with subject matter experts and/or stakeholders under the supervision of the Deputy Director and Director

· Supports the oversight of victims’ services and violence prevention work citywide by MOVR by reading, reviewing, researching relevant information and accurately communicating information to the Deputy Director and Director

· Performs other duties as needed

Possession of a baccalaureate degree from an accredited college or university.

Substitution: Qualifying experience performing professional-level administrative duties in functional areas such as: program/office/operations management, budget development and/or administration, or contract/grant administration may substitute for the required education on a year-for-year basis. One (1) year (2000 hours) of qualifying experience will be considered equivalent to thirty (30) semester units or forty-five (45) quarter units
