About the Work Unit
The Office of Adult and Juvenile Justice Assistance (OAJJA) administers federal and state criminal and juvenile justice funding programs and provides staffing support to the Justice Assistance Grant (JAG) Board and the Juvenile Justice and Delinquency Prevention (JJDP) Council. In addition, OAJJA staff are actively involved in policy initiatives intended to improve the criminal and juvenile justice systems.
The Governor-appointed Juvenile Justice and Delinquency Prevention (JJDP) Council establishes funding priorities for the funding from the OJJDP and serves in an advisory capacity to the Governor and State legislature as well as state agencies on juvenile justice and delinquency prevention matters. Similar to the JJDP Council, the Governor-appointed Justice Assistance Grant (JAG) Board establishes funding priorities for the Justice Assistance Grant and serves in an advisory capacity to the Governor and State legislature as well as state agencies on criminal justice matters. The grant from the federal Office of Juvenile Justice and Delinquency Prevention (OJJDP) which is administered through OAJJA includes the Formula (Title II) Grant which provides dollars to state and local entities to assist in efforts designed to enhance or respond to a variety of juvenile justice and delinquency issues from prevention through aftercare. OAJJA also administers the Justice Assistance Grant (JAG), the Project Safe Neighborhood Program (PSN), and the John R Justice Program from the federal Bureau of Justice Assistance, the National Criminal History Improvement Program (NCHIP)
available through the federal Bureau of Justice Statistics and the Paul Coverdell Forensic Science Improvement Grant Program available through the National Institute of Justice which focuses on improving the quality and timeliness of forensic science activities within the state and supports lab accreditation and reduction of backlogs and turn-around times for forensic examination activities.
The OAJJA administers multiple state-funded public safety grants. Those grants include the Law Enforcement Assistance Grant, the Crime Prevention through Safer Streets Grant, the Law Enforcement Workforce Recruitment, Retention, and Tuition Reimbursement Grant, the SMART Policing Grant, the Multidisciplinary Crime Prevention and Crisis Intervention Grant, and the Synthetic Opiate Poisoning Investigation and Distribution Interdiction Grant, Delinquency Prevention and Young Offender Intervention Pilot Grant, and Juvenile Diversion.
The unit staff conducts statewide activities including, but not limited to, development and/or
implementation of public policy and guidelines for the implementation of effective criminal and juvenile justice programs; administration and implementation of grant management policies and rules; training of grant applicants on policies and procedures and effective grant management practices; provision of technical assistance to grantees on criminal and juvenile justice systems issues and ongoing implementation and evaluation of grant projects; monitoring of grant project performance and data collection and reporting to the legislature, the general public and the federal government. The Office of Adult and Juvenile Justice Assistance (OAJJA) facilitates coordination between the federal, state, and local departments of criminal and juvenile justice, including law enforcement, adult and juvenile probation, adult and youth corrections, mental health, substance abuse treatment, and education on
issues regarding criminal and juvenile justice system improvement and violent crime in Colorado.
About the Job
This position exists to serve as the staff liaison to the governor-appointed Juvenile Justice and Delinquency Prevention Council serving as the State’s Advisory Group (SAG) as required by the federal Juvenile Justice and Delinquency Prevention Act (JJDPA). To continue receiving juvenile justice Title II Formula Grant funding, each state must establish a State Advisory Group (SAG) charged with carrying out the requirements of the Act. This position is the primary staff person/contact to the Council and is responsible for supporting them. This position will significantly contribute to the preparation and implementation of the state’s Juvenile Justice 3-Year Plan. This position is responsible for developing and implementing a process that facilitates compliance with the Act’s requirement that the SAG set the state’s priorities in the annual 3-year plan and updates that lay out the state’s plan for the annual
utilization of the Formula Grant funds.
In addition, this position will be responsible for providing direct supervision to the JJDPA staff including the Compliance Monitor, Racial and Ethnic Disparities Coordinator, and the Juvenile Diversion Coordinator. This also includes assigning work tasks, overseeing adequate and timely completion of tasks, and responsibility for the employee evaluation processes.
KEY RESPONSIBILITIES
Staff Liaison to the JJDP Council
Serves as the staff liaison to the governor-appointed Council on juvenile justice and delinquency prevention issues. Serves as an expert to the Council on all matters related to Juvenile Justice and Delinquency Prevention. Identifies issues and makes recommendations. Prepares and presents information and data related to juvenile justice needs and gaps, priorities, and strategies. This position will assist the OAJJA Unit Manager in the writing of the annual Title II Grant Application and the Annual Report to the Governor on the JJDP Council's activities and Juvenile Crime Trends.
As the staff liaison, this position works with the program assistant to plan and ensure that OAJJA has all needed logistical support for council and subcommittee meetings (including food and technology). Assists with the Boards and Commissions process to appoint or reappoint council members on an annual basis in collaboration with department leadership.
In addition, this position is responsible for staffing and planning all JJDP Council Subcommittees and their activities. This includes scheduling, working with the subcommittee chair to develop meeting agendas and needed documents, and arranging any meeting logistics. If a subcommittee requires or needs contracted services, this position will manage the procurement process and monitor the activities/contracts accordingly.
Identifies and addresses or resolves issues that may arise in subcommittee meetings and
activities, by referencing the JJDP Council By-Laws/Policy, CDPS/DCJ policies, state government policies and or practices, as well as, ensuring activities are aligned with evidence-based practices and developmental milestones.
Program Supervision
This position provides oversight of the Juvenile Diversion Coordinator and Title II Grant staff.
Responsible for defining roles, and creating and adjusting job descriptions and duties. Approves work product and identifies and secures needed resources.
Trains and guides staff regarding CDPS and DCJ policies and procedures. Provides oversight and training to JJDP Compliance Monitoring, Racial and Ethnic Disparities, and Diversion staff. Ensures the collection of data and annual reporting is completed on time and prepared for the annual reporting and application process. May participate in monitoring activities in adult jails and lockups, as well as attend community R/ED meetings and state committee meetings. May attend regional meetings with the Juvenile Diversion Coordinator, as well as, meetings with the contracted evaluator to ensure adherence with the duties of the division and monitor the completion of data collection and reporting.
Meets with each employee that this position supervises to monitor and evaluate the performance of the grant staff. Work with staff on the development of the annual employee performance plans. Along with upper management, hires, initiates, and implements disciplinary actions and compensation reviews, if needed. Resolves staff conflicts and issues.
Meets regularly with the unit manager and unit supervisors as part of the OAJJA leadership team to discuss and resolve unit-wide problems and issues, works on the unit’s strategic plan, and conducts special projects as assigned.
Ensure Kronos Time Management is up to date, and accurate and staff are effectively trained to submit requests. Responsible for collecting and signing all federal timesheets for federally funded staff. Provide specific examples of regular, ongoing decisions made by this position related to this duty.
JJDP Council Grant Management and Procurement
Responsible for the ongoing grant management as the project director of the JJDP Council’s grant and the Emerging Leaders grant through each step of the grant life-cycle including the writing of the annual grant application, presenting the application to the JJDP Council for approval, and submitting it to the Title II Grant Manager. This includes completing quarterly progress reports (narratives); and submitting
requests for budget revisions, extensions, and program modifications. Anticipates needs, develops strategies to address concerns, recommends needed changes, and provides ongoing training and technical assistance to the programs as needed and/or requested. Responsible for ensuring the performance measure data required annually by the Office of Juvenile Justice and Delinquency Prevention is collected, accurate, and reported to OJJDP in their performance measure system by the required due date. In addition, this position is responsible to ensure and review in-house grants for the Compliance Monitor
and R/ED Coordinator are submitted annually. The position should review and make corrections as needed and schedule the review and approval process annually by the JJDP Council. The position performs procurement processes for consultant contracts as needed or requested by the JJDP Council as well as any needs for Juvenile Diversion. The position is responsible for coordinating with CDPS procurement to develop any needed Request for Proposals (RFP), requests for Documented Quotes (DQs), and requests to utilize sole source solicitations to hire vendors necessary to carry out the JJDP Council’s mission and goals as prescribed in the states 3-year plan. The procurement processes will follow all state and federal procurement rules and regulations.
Minimum Qualifications, Substitutions, Conditions of Employment & Appeal Rights

MINIMUM QUALIFICATIONS:
Eight (8) years of specialized experience in leading a program supporting juvenile justice, delinquency prevention, managing budget, and liaise with state and national authorities.
OR
Ba chelor's degree in any field and 4 (four) years in leading a program supporting juvenile justice, delinquency prevention, managing budget, and liaise with state and national authorities.
