Position Summary
The Laboratory Technical Supervisor is responsible for the direct supervision of the phlebotomy and processing operations of the laboratory. The Laboratory Technical Supervisor will be responsible for the daily technical and administrative operation of the department to provide quality laboratory services to patients and physicians. The Laboratory Technical Supervisor must be capable of performing, teaching and monitoring all functions within the laboratory section including but are not limited to scheduling, specimen collection, specimen labeling, specimen receipt, specimen processing, archiving and data management. The Laboratory Technical Supervisor assumes responsibility of special projects, and ensures protocols required for accreditation. The Laboratory Technical Supervisor will ensure department procedures are in compliance with federal regulations and other accreditation standards such as JCAHO, CAP, CLIA and others. The incumbent is responsible for the development of programs and procedures to assure the department is aligned with community standards. In addition, the Laboratory Technical Supervisor will perform work assignments as scheduled in accordance with Orange Coast Memorial Medical Center Laboratory Services department standards and procedures. This position requires the full understanding and active participation in fulfilling the mission of Orange Coast Memorial Medical Center. Essential Functions and Responsibilities of the Job
Coordinate and oversee the general operation of the Phlebotomy section. Assume responsibility of special projects and assist in the development of programs and procedures for the section.
Supervise staff by providing direction and positive coaching to promote positive department morale. Recruit and retain qualified phlebotomists.
Ensure compliance at all times with hospital and laboratory policies and procedures. Author, edit and review policies and procedures relevant to section.
Evaluate quality control and quality assurance requirements where applicable. Actively participate with section and department process improvement initiatives for quality management. Audit and evaluate department specific processes for compliance and trends.
Ensure effective communication, verbally, in writing and through other means.
Perform data management and documentation activities.
Ability to be at work and be on time.
Ability to follow company policies, procedures and directives.
Ability to interact in a positive and constructive manner.
Ability to prioritize and multitask
Must perform all technical functions within the laboratory section including but are not limited to specimen collection, specimen labeling, specimen receipt, and specimen processing 50% of the time.
Complete department specific and other competencies according to laboratory protocol. Attend and actively participate in department specific education, training, in-services, process improvement initiatives and staff meetings. Create, review and maintain all training checklists periodically for compliance with hospital and laboratory policies. Conduct competency and training for staff as required by laboratory protocol. Documentation of competency and training are maintained appropriately in employee files.
Proficient in the use of the current Laboratory Information System for data management and other laboratory functions.
Actively participate in all CAP regulatory activities and adhere to CAP and other regulatory guidelines in all areas of the laboratory. Review technical and operational Phlebotomy policies and procedures according to laboratory protocol. Ensure that procedures are in compliance with all regulatory guidelines, including but not limited to CAP, CLIA, CDPH and CMS. Evaluate new procedures and methods before implementation according to laboratory protocol.
Meet department scheduling and attendance requirements. Create staffing schedule for staff to meet laboratory work load and needs. Assess and assign staff workload to achieve maximum efficiency in the section's operation.
Promote and participate in current department Gallup Impact plan. Conduct periodic staff meetings to promote strong communication and team work.
Monitor labor and supply expenses to meet operational budget requirements. Ensure inventory of department supplies are maintained at proper levels.
Follow laboratory protocol to ensure proper identification of patients and specimens. Consistently apply infection control policies and procedures. Ensure equipment and safety devices are used as intended and designed. Ensure temperatures are documented and preventive maintenance of equipment is performed according to laboratory protocol.
Perform supervisory and other duties as assigned
*Placement in the pay range is based on multiple factors including, but not limited to, relevant years of experience and qualifications. Qualifications/Work Experience:
Knowledge of hospital laboratory operations preferred.
Minimum of two years of supervisory or lead experience preferred.
Minimum of five years of relevant experience required.
Knowledge of current laboratory information system and hospital information system desired.
Basic computer skills preferred such as MS Word, Excel and PowerPoint preferred
Education/Licensure/Certification:
High School diploma, GED or AA degree required.
Current Certified Phlebotomist certificate by the state of California required.
