Position Description:
We are searching for a Lead Accountant- Financial Reporting. This position will manage financial reporting processes in preparation and production of monthly in-house reports to the Bank Board of Directors, quarterly and annual published Bank stockholder reports and District financial information, and quarterly and annual regulatory reports to the Farm Credit Administration (FCA) and the Federal Farm Credit Banks Funding Corporation (Funding Corporation).
Day-to Day-Duties and Responsibilities:
- Prepare the Bank's Call Report, Supplemental Call Report, analyze changes in the period and reconcile the Call Report to other internal reports.
- Prepare the Bank's MASK reporting, including reviewing for accuracy and consolidating the data submissions from 14 associations. Prepare the summary of differences and required manual adjustments. Analyze changes in the period and prepare other files as required by the Funding Corporation. Prepare the Mask to 5E reconciliation.
- Prepare monthly Rural Business Investment Company reconciliations and record entries for capital calls, distributions and quarterly earnings, as needed.
- Prepare or perform initial reviews of monthly reports including but not limited to the CART (Bank's capital ratios), statutory collateral position, equity reconciliations and direct note reconciliations.
- Prepare or perform initial reviews of quarterly reports including but not limited to the Bank investment patronage (BIP), CPP stock equalization, safe harbor calculations, FIN45 entry, Council financial statements, CIPA verification, PCR, and going concern (Bank and District) analysis.
- Assist, as needed, in preparing or reviewing the quarterly and annual stockholder reports, cash flow statement, press release and other requested documents and reports prior to submission to the Disclosure Committee for review.
- Assist in managing the production process and initial review of Bank and District financial data reported to the Bank's Board of Directors, FCA (on behalf of the Bank) and the Funding Corporation.
- Provide liaison assistance to external auditors in planning their quarterly review and annual audit of Bank financial data and disclosures. This function includes but is not limited to assisting with: a) overseeing the preparation of financial reporting schedules requested by PwC and b) resolving any issues that arise.
- Initial reviews of financial documents or filings for completeness, accuracy and compliance with relevant GAAP, regulations and controls for SOX and operations purposes. This may include but is not limited to detail reviews of monthly reports such as the capital adequacy report, collateral position report, and financial performance review (monthly internal metrics), MD&A presentation and footnote disclosures in the quarterly and annual Bank stockholder reports, or other reports as requested.
- Assist in ensuring walkthroughs and control activities for functional areas are maintained from a SOX 404 perspective.
- Research, interpret and implement accounting pronouncements and standards as appropriate in order to fairly and accurately report and/or disclose financial data to management, stockholders, Board of Directors, FCA and the Funding Corporation.
- Compile and review the financial transactions of the District's defined benefit pension plan, prepare financial statements for the plan at year end in accordance with GAAP, and provide liaison assistance with the plan's auditors.
