GENERAL DESCRIPTION:
The Lead Accountant position is responsible for oversight of accounting, inclusive of general ledgers, journals, agency payroll and supporting documents for assigned programs, as well as assisting in generation and preparation of financial reports and report documentation.
Reporting directly to the Finance Director, the Lead Accountant provides accounting, budgetary, operational, and programmatic support to all programs and activities and works in coordination with the Accountant and Program Directors.
SPECIFIC RESPONSIBILITIES:
1. Actively manage the day-to-day accounting and financial operations of SCMCAA including:
- Accounts Receivable
- Accounts Payable
2. Oversee the payroll operations of the agency.
3. Maintains understanding of and ensures compliance with financial policies, procedures, standards and applicable federal, state and local financial laws, regulations and requirements, in cooperation with the Finance Director.
4. Prepares, analyzes and validates accounting records and financial statement/documents to assess accuracy, completeness and conformance to reporting standards, ensures deadlines are met.
5. Reconciles financial discrepancies and irregularities.
6. Prepares, reviews, approves and posts journal entries; present to Finance Director for approval. Close books and prepares balance tape on general ledger. Prepares written trial balances as required.
7. Maintain assigned journals and ledgers, including posting of receipts and cash disbursements.
8. Prepares cash balance record as requested.
9. Ensures shared costs are processed in accordance with approved cost allocation process and procedures, in cooperation with Program Directors.
10. Prepares financial and statistical reports, as assigned.
11. Monitor accuracy of invoices and request for payment. Check files to assure non-duplicate payment. Present to Finance Director for final approval.
12. Check receipts and deposits for accuracy. Check bank statement to assure all deposits have been made. Prepare monthly request to move funds as assigned.
13. Maintain gasoline tax records for refund. Document and record required information from all appropriate fuel invoices as assigned.
14. Ensures receipts and payables are processed and recorded accurately and on time.
15. Oversee payroll to include: Assure accuracy of time and mileage sheets, return erroneous documents to supervisors. Monitor hours and mileage for each employee. Process payroll reports. Check reports for accuracy. Process payroll checks. Present reports to Finance Director for final approval.
16. Maintain files of invoices and payroll expenditures for assigned programs.
17. Assists in maintaining computerized employee earnings records.
18. Supervise annual leave and sick leave records on all employees as assigned.
19. Assists with monitoring and audits.
20. Provides financial training and support to staff, in cooperation with the Finance Director.
21. Maintains and continuously improves job proficiency.
22. Perform additional duties as assigned by supervisor.
KNOWLEDGE, SKILLS AND ABILITIES:
1. Bachelor’s degree in accounting or related field.
2. Knowledge of double-entry bookkeeping methods, financial record keeping and basic accounting principles and some application experience, either on the job or through educational classwork.
3. Proficient with Windows Operating System, Microsoft Office Suite or related software, as well as accounting/payroll software.
4. Knowledge of basic office filing techniques and procedures.
5. Must possess strong organizational skills.
6. Knowledge of federal and state non-profit employer tax filing requirements and employer liability payments and reporting requirements under federal and state laws.
7. Ability to prioritize and manage multiple projects effectively.
8. Ability to communicate effectively and work with management staff and other agency personnel.
9. Ability to follow oral and written instructions.
10. Ability to remain flexible.
11. Ability to handle accounting records and sensitive agency information in a confidential manner.
12. Personal qualities of integrity, credibility and a commitment to SCMCAA’s mission.
13. Ability to work independently in the absence of supervisor.
14. Ability to multi-task while also being highly detail-oriented.
15. Ability to analyze and interpret fiscal procedures and operations.
