BlueHalo's Lead of Bids and Proposals Talent Acquisition professional plays a pivotal role in this success, identifying, attracting, and advocating for the Talent Acquisition team in the process of developing new business opportunities, and expanding on current contract commitments, driving successful bids and proposals, and talent acquisition workshare. This role is also critical in ensuring that top talent is hired to help win key contracts and drive business growth through strategic recruitment.
Overseeing the recruitment process for positions related to proposal development, bids, and capture management. This recruiter works closely with hiring managers, business development teams, and other internal stakeholders to source, screen, and hire high-caliber candidates. The role involves strategic planning, market research, and an in-depth understanding of the bidding and proposal lifecycle, particularly in government and defense contracting sectors. The right person for tis role will come with a network of industry professionals and potential candidates.
WHAT YOU WILL DO:
- Talent Acquisition Strategy: Develop and execute recruiting strategies to attract and hire qualified candidates for bids, proposals, and business development roles.
- Full-Cycle Recruitment: Manage all aspects of the recruitment process, including job posting, candidate sourcing, screening, interviewing, and final offer negotiation.
- Stakeholder Management: Collaborate with internal stakeholders, including hiring managers and business development leads, to understand talent needs and align recruitment strategies with business goals.
- Candidate Sourcing: Proactively source passive candidates through job boards, social media, networking events, and professional communities.
- Market Research: Conduct research to identify new talent pools, track industry trends, and keep up with developments in the bids and proposals field.
- Compliance: Ensure adherence to company policies and legal regulations, especially regarding Equal Employment Opportunity (EEO) and government contracting guidelines.
- Reporting & Metrics: Track recruitment metrics (e.g., time-to-fill, cost-per-hire) and provide regular updates to leadership teams.
- Employer Branding: Enhance the company’s employer brand through effective recruitment marketing strategies and participation in industry events.
- Education: Bachelor’s degree in Human Resources, Business Administration, or a related field.
- 20+ years of demonstrated experience in bids, proposals related to government contracting.
- 10+ years experience as certified Hiring Advisor for USG Restricted Customer
- Proven track record of hiring for proposal development, business development, and capture management roles.
- Familiarity with the federal procurement process and the lifecycle of a proposal.
- Understanding of compliance requirements for government contracts (FAR, DFARS).
- Strong interviewing and assessment skills.
- Excellent communication and interpersonal skills to engage candidates and collaborate with internal teams.
- Proficient in applicant tracking systems (ATS) and other recruitment technologies.
