TeleSolv Consulting has an immediate opportunity to work with the Federal Government as a Lead Business Analyst (Business Process Improvement)to provide expert analysis and consultation services for a federal client with facilities in Springfield, VA.
Duties / Responsibilities:
- Analyze existing TSA software systems (i.e. TRIRIGA and Microsoft SharePoint), identifying areas for improvement, optimization, and integration of new features.
- Develop and deliver a Real Estate Software Assessment report that summarizes the results and recommendations based on a user population of about 100.
- Create software requirement documents, user stories, test plans, and use cases for new software solutions, maintaining traceability throughout the software development lifecycle.
- Manage and document changes to project scope, requirements, and priorities.
- Review and validate software functionality against specified requirements.
- Support the Change Control Board (CCB) processes, facilitation, and documentation.
- Serve as a liaison between technical development teams and non-technical stakeholders, facilitating effective communication and ensuring alignment with project goals. The estimated number of software projects and enhancements will vary in complexity at 15 per year.
- Create and maintain a comprehensive tracking spreadsheet of REMS software requirements; track and document progress throughout the software development lifecycle.
- Identify potential risks and issues and develop mitigation strategies to address them proactively.
- Update the REMS Tracking Spreadsheet as necessary and deliver monthly updates.
- Provide training sessions to educate stakeholders regarding software changes, functionalities, and any new processes on a quarterly basis.
- Issue bi-annual data calls to gather feedback, areas for improvement, and potential risks from stakeholders and end-users regarding REMD’s business processes and software solutions. Consolidate the feedback into a comprehensive report.
- Support the development, revision, and maintenance of REMD Standard Operating Procedures (SOPs), Management Directives, tools, templates, and other related documentation as required. The estimated number of SOPs and Management Directives (new and updates) is 6 per year (Note that MDs require updates every two years and annual review for other guidance. This includes the corresponding Warrant Guide, Leasing Guide, Workspace Guidance, Facilities Instruction Manual (upcoming), Mail Management Guidance, and Conference Center Guidance.
- Develop, maintain, update, and deliver business process studies, white papers, position papers, presentation packages, reports and other related analytical products (i.e. SOPs, Capital Planning documents, etc.) in support of the REMD organization. The estimated number of business process studies, white papers, etc. is 6 per year.
- Develop a business process for REMD that will communicate proposed projects; investment costs in budget year and out years; as well as proposed out year savings to the Real Estate Governance Board (REGB). This business process must also report out REGB decisions, build score cards, and ensure all stakeholders are informed and able participants in the REGB process. Deliver a business process improvement proposal.
Minimum Requirements:
- U.S. Citizen.
- Active Public Trust or the ability to obtain one.
- Bachelor’s degree in computer science, engineering, business administration, or a related field from an accredited University recognized by the U.S. Department of Education.
- Five (5) years’ experience in commercial/government administration of Government IT systems.
- May substitute an Associate's Degree in computer science, engineering, business administration, or a related field plus 7 years work experience for a Bachelor's Degree.
- Five (5) years’ experience working with the IBM TRIRIGA software system for real property.
- Familiarity with software development methodologies, such as Agile or Scrum.
- Familiarity with TRIRIGA systems architecture and function.

Background Investigation:
This position requires that you obtain a background investigation from our client. As part of this process, the government will perform a criminal, credit, tax, employment, and drug history background check. The government has varying tolerances, with mitigating circumstances, for issues in all of the categories. The government is essentially looking to confirm that you are generally in good financial standing, up to date on your tax filings, rehire eligible with your prior employers, and have adhered to any federal restrictions on illegal drug use, including marijuana, in addition to other checks related on your character and trust worthiness.
