Position Description
The Oklahoma Office of Juvenile Affairs is looking to fill a Lead Continuum of Care Coordinator to oversee and direct the statewide project evaluating Juvenile Justice System Continuum of Care Project. This position will oversee program staff, conduct a planning process that includes asset mapping in Regional Area Districts throughout the state and conduct gap analysis to identify areas of need in each community. This work is vital, especially in those communities where the need is the greatest, crime is the highest, and resources are lacking.
Job Duties
Manages a major agency unit, section, division, or program; and supervises professional level staff in the completion of assigned functions and activities.
Develops and recommends policies, rules and regulations which pertain to the administration of assigned programs consistent with federal and state laws; participates in program analysis, including the analysis of problems and needed services.
Directs studies of needs; reviews and analyzes information from studies and projects for immediate and long-range program development; advises subordinate program staff and other interested groups of the proper interpretation and application of agency rules and policies.
Reviews periodic staff reports, administrative audits, program activities and other information to evaluate program effectiveness and quality of service; develops controls to assure accountability for program operation, policy implementation and the maintenance of efficiency in various units.
Develops and maintains sound personnel policies and practices
Work with project staff and the OJA Executive team, including the Division Directors over juvenile detention, placement, secure confinement, JJDPA Compliance, and community-based youth services, the Chief Data Officer, the project technical assistance provider, and local stakeholders.
Identify key data points for tracking and monitoring progress to meet youth needs, reduce juvenile incarceration, and assess what practices work best to improve youth well-being and prevent juvenile crime
Identify cost savings through reforms that can be reinvested in promising practices and evidence-based prevention and intervention strategies that will reduce juvenile crime and recidivism.
Work with program staff to establish new policy advisory councils in districts 3, 4, and 6 where incarceration is high, resources and services are few, and youth and family voice are non- existent, and partner with existing youth and parent advisory councils to conduct gap analysis and asset mapping through established relationships with youth and families impacted by high rates of crime, incarceration, and limited resources.

Level Descriptor
At this level, employees are assigned responsibilities involving the direction and supervision of a work section of a division having responsibility for a single program area administered by the agency. Employees will perform all essential functions related to the position.
Minimum Requirements
Education and Experience required at this level consists of a master’s degree and two years of professional experience; or a bachelor’s degree and three years of professional experience; or an equivalent combination of education and experience, substituting one year of professional level experience for each year of the required education.
Knowledge, Skills, Abilities and Competencies
Knowledge, Skills, and Abilities required at this level include knowledge of agency policy; of state and federal regulations relevant to agency programs; of sound methods of administration; of methods of management and planning; and of supervisory principles and practices.
Ability is required to administer programs and supervise personnel; to maintain effective working relationships with others; and to exercise good judgment in the solution of problems.
Physical Demands and Work Environment:
This position is computer based and set in an office environment. While performing the duties of the job, employees are frequently required to stand, walk, lift, and reach. Applicants must possess a valid Oklahoma driver’s license at time of appointment. Some agencies may have determined positions in this job family to be safety sensitive as defined by 63 O.S. § 427.8. Applicants must be willing to perform all job-related travel associated with this position.
Telework: Not all positions will be eligible for telework. This position telework availability subject to OJA policy and supervisor’s discretion.
