The Lead Demographer/Data Analyst is located in the Water Supply Bureau and is responsible for providing demographic analyses and limited water supply related data analyses and support. Primary responsibilities include the development of population estimates and projections used in regional water supply plans and other District efforts as well as water demand projections for the water use categories included in water supply planning. Other responsibilities include actively participating in the review of the Florida Department of Agriculture and Consumer Services (FDACS) agricultural acreage and demand estimates and projections.
Specific duties include:
Applicants for this position must have demographic experience developing population projections, as well as water demand estimates and projections. They should have strong writing skills, be able to clearly explain their methods in meetings and presentations to stakeholders and demonstrate organizational skills.
Skills with Microsoft Office (particularly Word, Excel, PowerPoint, and Access) and Geographic Information Systems (GIS) are necessary. Candidates must demonstrate the ability to work on multiple projects concurrently, deal with tight deadlines, and effectively communicate in written and oral manners to District staff and other agencies.
Education/Experience Guide:
Bachelor’s Degree in a related discipline such as Urban Planning, Economics, Demographics or Business with at least twelve (12) years of substantive demographic, data analysis or planning related work experience. Master’s degree preferred.
This Position may be Filled at the Secondary Senior Level:
Bachelor’s degree in Urban Planning, Economics, Demographics or Business with at least nine (9) years of substantive demographic, data analyst or planning related work experience.
This Position may be Filled at the Specialist Level:
Bachelor’s degree in Urban Planning, Economics, Demographics or Business with at least six (6) years of substantive demographic, data analyst or planning related work experience.
Licenses:
Valid State of Florida Driver’s License.
Physical Requirements/Working Environment:
Due to the District’s response role and in the total scope of emergency management, this position may at times, be required to provide support before, during and after major storm events and emergency situations, such as hurricanes or other declared emergencies, depending on assigned emergency response role.

Specific duties include:
- Data collection, demographic analysis, interpretation and communication of demographic trends, and the development and evaluation of population estimates and projections. Update and document the population and water use projections for public water supply and domestic self-supplied used for the five-year updates of the District's Regional Water Supply Plans, the associated modeling projects and in MFL development and review. Develops annual District-wide population estimate.
- Utilizing data from FDACS, develops agricultural acreage estimates and projections and associated water demands (by crop category) for the District's Regional Water Supply Plans, associated modeling projects and in MFL development and review. Review and analyze the FDACS projections, compare to District projections and work with appropriate staff to understand and resolve differences.
- Develop water demand estimates and projections for the other water use categories (recreation/landscape, commercial/industrial, and power generation) used in water supply planning.
- Authors the Demands chapter and appendix for the water supply plans to document the results and methods used. Present information about demographic analyses used to develop population and demand methodologies to stakeholders in public meetings.
- Provide technical support to local governments and utilities, regional planning councils, and other agencies related to population, demand, and per capita projections.
- Assist section staff in the review and analysis of population and demand projections submitted as part of Water Use Permit applications and Comprehensive Plans and related documents.
- Support water supply implementation activities, including development of the annual Estimated Water Use Report.
- As needed, provide analysis and advice on other water supply related topics such as water shortage.
