This is a remote position. Normal operating hours are M-F, 8:30AM-4:30PM (CST). NCFH, Inc. is largely a remote working environment apart from specific positions that require a hybrid schedule and commute to our home office.

Summary
This position is responsible for leading the development and implementation of evaluations for multiple public health and education intervention focused on prevention and mitigation of infectious disease. The position will primarily support projects under CDC cooperative agreements, with occasional work performed for other projects. Responsible for assessing the outcomes of program activities, advising and supporting the program team in the monitoring & evaluation of activities; works with partners to support the quality of their work; and identifies and undertakes evaluations to inform ongoing program and strategy development.

Duties are generally performed independently, with priorities and work plans developed by the employee's manager and monitored periodically. Communication with individuals in response to requests is moderate. The impact of the employee's work on the overall performance of NCFH may affect a large segment of the business and goodwill of the organization.
Physical Ability and Work Environment
The employee is regularly required to perform work duties at an onsite office/designated home workspace for extended periods of time. The employee must have the ability to use a computer and other office tools with accuracy. The noise level is usually low to moderate.
Leadership and Supervision
Employee receives direct supervision from the Evaluation Manager. Employee does not provide direction to other staff, however may supervise project work with teams throughout the organization.
Must be a U.S. citizen or have authorization to work in the United States. Must be at least 18 years of age.

Qualifications, Education and Licensing/Certification
Required:
- A professional level of knowledge in public health, program evaluation, public policy, sociology or related field at the educational/experiential equivalent of a master’s degree
- Two-three (2-3) years of experience
- Bilingual in English and Spanish
- Experience with logic models, data collection and evaluation plans, and survey design
- Experience in basic quantitative and qualitative data analysis
- High level of written and verbal communication skills, experience with MS Office applications, strong organizational skills, and ability to work with multiple tasks
- Experience with programs serving rural communities or immigrant communities
Essential Duties and Responsibilities
- Program Evaluation and Reporting
- Supports development and execute evaluation plans for grants, collaborating with teams to create processes, protocols, and tools to support evaluation activities and capture progress towards program goals.
- Responsible for developing logic models, theories of change, and planning data collection, as well as leading differing types of programmatic evaluations including process/implementation evaluations, outcome evaluations, impact evaluations and efficiency evaluations.
- Plans and implements all phases of evaluation of CDC Program, including design, quantitative and qualitative data collection and analysis, and reporting. Selects the appropriate metrics to monitor program outputs, outcomes, and impact, and program partners, program processes and outcomes
- Develops reports and presentations summarizing program evaluation impacts and work with team to develop recommendations for program improvement
- Supports requests from funders and partners for evaluation data to demonstrate implementation and impact of projects
- Assists in the development, implementation, and dissemination of evaluation and performance measurement training materials and workshops for internal staff, and partners when requested
- Assists staff in utilizing data to improve programs
- Plans, executes, and tracks data management and evaluation tasks in accordance with project timelines
- Responsible for grant reporting activities for the CDC Cooperative Agreement with support from Evaluation Manager, Director of Evaluation and Special Projects and other NCFH leadership staff
- Conducts on-site evaluation interviews and observations with subcontracted partners of NCFH throughout the U.S.
- Designs and leads activities in partnership with Evaluation Manager evaluating efficacy of program trainings, materials, communications, and/or pilot projects, including methods, data collection, analysis, and summary reports.
- Supports farm labor data dashboard updates, demonstrations, and leads additional evaluation and UX assessments in collaboration with research team and contractor

- Provides support to special projects
- Participates in NCFH Committees as appropriate
- Participates in grant writing, as needed.
- Supports with interpretation and creation of reports and papers of findings from NCFH quantitative and qualitative research
