My client is seeking to fill a Lead Fixed Equipment Engineer position to provide direction and support to assigned Unit Fixed Equipment Engineers. The successful candidate will ensure Fixed Equipment Engineers are capable of supporting the refinery business teams, and will lead complex site troubleshooting for reliability, mechanical integrity, and technical mechanical repair efforts.
PRINCIPAL RESPONSIBILITIES:
- Lead, develop, and mentor the Fixed Equipment Engineering Group to ensure equipment/asset integrity, code and regulatory compliance, and reliability. Serve as site SME in all matters pertaining to fixed equipment reliability and during internal/external network and industry meetings.
Daily Support (Tactical responsibilities):
- Apply knowledge of mechanical repair, governing regulatory codes, and industry best practices to guide and lead continuous improvement efforts, repairs, reliability, and mechanical integrity.
- Use expertise and knowledge to provide guidance and vertical mentoring to the site organization on fixed equipment reliability, as well as asset management while providing horizontal support to other areas within the Reliability & Inspection Department.
- Provide technical support and expertise to all area Fixed Equipment Engineers throughout the site in a collaborative manner to solve complex fixed equipment reliability challenges.
- Review and recommend immediate/temporary/permanent repairs for identified anomalies or deficiencies, including upgrade/replacement of fixed equipment.
- Support in reporting of site-specific mechanical integrity KPIs.
- Participate in critical site evaluations such as Process Hazard Analyses (HAZOPs) and Process Safety Management (PSM) reviews.
- Participate in and lead various Root Cause Failure Analysis initiatives as an SME.
- Serve as a safety champion throughout the refinery complex by ensuring full compliance with critical safety requirements, including appropriate use of PPE, support of safe work practices, and participation in all safety-related activities.
Long-term Support & Leadership (Strategic responsibilities):
- Responsible for implementation and maintenance of Unit fixed equipment reliability documentation, supports the site Risk-Based Inspection (RBI) program, and champions fixed equipment reliability special-emphasis programs (SEPs) as part of Fixed Equipment Mechanical Integrity (FEMI).
- Work to set long-term equipment reliability goals, evaluate complex technical assessments, and develop structured approaches to ensure asset integrity and reliability.
- Lead the development of fixed equipment reliability strategies for refinery units and lead in the implementation of appropriate corrective action to address reliability challenges.
- Develop and implement fixed equipment engineering analysis for the entire site, including predictive maintenance plans, and implementation and management of area Fixed Equipment Engineer critical equipment and bad actor program. Identify opportunities for fixed equipment and reliability improvements.
- Review technical and economic analysis of Fixed Equipment Engineers to justify engineering improvement and recommended priorities.
- Work closely with key stakeholders including mechanical integrity SMEs, Inspection Department, Fixed Equipment Engineering, Tech Services, etc., to support long-term equipment reliability initiatives and fitness-for-service evaluations of assets.
- Support site-wide development, management, and implementation of risk-based and inspection strategies for equipment assets, including piping, vessels, reactors, fired heaters, boilers, and other appropriate HC processing equipment.
- Develop and review engineering standards and practices.
Communication Responsibilities:
- Maintain effective lines of communication across the site, including the Inspection group, Maintenance, Operations, Process Engineering, etc.
- Ensure appropriate communication/work with Inspections, Process Engineers, and Operations in predicting failures and proactively provide resolutions to reliability issues.
- Actively participate in corporate Best Practice Teams and TRC initiative teams, as assigned.
- Maintain contact with SMEs at other client sites and with key vendors for assigned tasks.
Turnaround Responsibilities:
- Participate in the Risk-Based Work Selection (RBWS) process for turnaround scope development.
- Ensure appropriate turnaround engineering package development support during scope development, as well as timely and accurate materials engineering solutions for outage discovery work.
- Ensure appropriate mechanical reliability expert support to turnaround planning and execution.
Capital Projects Responsibilities:
- Ensure appropriate mechanical engineering support to ensure capital project success after funds have been allocated (project reviews, construction reviews, startup, performance testing, etc.).
Reporting & Documentation:
- Provide input and complete assigned Reliability Department Reports.
- Ensure the program to maintain neat and orderly mechanical/fixed equipment engineering files.
Unit Upsets & Outages / Mechanical Troubleshooting:
- Ensure appropriate fixed equipment engineering coverage during unit upsets and outages and ensure good communication through accurate shift updates and shift turnover.
- Ensure appropriate regular updates are issued during shutdowns/startups, ongoing unit upsets, and critical troubleshooting.
JOB QUALIFICATIONS:
- Bachelor’s degree in Mechanical Engineering, Metallurgical Engineering, or Materials Engineering.
- Minimum 8-10 years of relevant job experience.
