Job/Position DescriptionProgram Specialist VIThe Department of Family and Protective Services (DFPS) CPS Behavioral Health Services Program Specialist (Program Specialist VI) reports to the Division Administrator for Behavioral Health Services and performs highly advanced (senior-level) consultative services, coordination of services, and technical assistance to the Behavioral Health Services division. Work involves overseeing the development, implementation, and monitoring of service coordination protocols for youth with complex mental and behavioral health needs and/or serious emotional disturbance (SED). This position will be a subject matter expert for mental health and mental health resources and statues governing those resources. The CPS Behavioral Health Specialist develops policy, program protocol and supports, and best practices to use with regional CPS direct delivery staff in services delivered to children, families, and caregivers who care for children with complex mental health needs and/or serious emotional disturbance (SED).This includes, but is not limited to, coordinating with other divisions, service providers, and external stakeholders, facilitating an integrated behavioral health approach to services for youth in the conservatorship of CPS.In addition, the position will be responsible for planning and managing workgroups and/or staffings by providing direction and support, will prioritize activities, and will report activities to CPS leadership. This position will be responsible for working with staff and external stakeholders to establish goals, objectives and strategies in serving youth with complex mental health needs, develop agency guidelines, procedures and policies; develop implementation plans/timelines, priorities and measures for achieving goals. The position is responsible for public speaking, training and developing relationships with internal and external partners.Provides guidance and consultation regarding the implementation, interpretation and application of state and federal legislation affecting the Behavioral Health Services division. Develops training materials, curriculum and presentations to support program advancement and best practices.Develops policy specific to ensure compliance with state and federal requirements. management and staff, and internal and external stakeholders to provide program special project support. Represents CPS Behavioral Health Services at meetings, conferences, workgroups, and other events.Works under minimal supervision, with considerable latitude for the use of initiative and independent judgment.Essential Job FunctionsServes as a subject matter expert regarding mental health and mental health service coordination for the CPS programs. Consults and provides technical assistance, training, written guidelines, and interpretation of policy and procedure to both agency staff and external stakeholders. (25%)Plans, prioritizes, and performs the development, implementation, and monitoring of projects related to mental health. Coordinates the collection, organization, analysis and preparation data in order to produce reports and findings. Researches and analyses information for the purpose of providing recommendations on program planning and development. (20 %)Develops and implements effective facilitation tools and procedures for ensuring service coordination for youth with complex behavioral health needs, including substance use disorders.
