LICENSE CANVASSER
PART-TIME “AS NEEDED”
$16.7436 - $20.7424 an hour - Temporary Part-Time employment status does not qualify for health and dental benefits. Retirement: Employee contributes (5%) of wages to a PARS ARS Account; SEAACA contributes the equivalent of 2.50% of the employee’s wages to their PARS ARS Retirement Account.

DEFINITION:
This is a temporary, part-time position under the direct supervision of the Revenue and Licensing Program Manager. An Animal License Canvasser canvasses residence and business districts enforcing animal license ordinances; collects money for license fee payments and issues receipts to animal owners. Verifies rabies vaccination and sterilization records of dogs in the field and reconciles daily revenue collections. Animal License Canvassers may also issue official notices. The nature of the work requires prolonged walking, standing and driving. This position involves heavy public contact.
REPRESENTATIVE DUTIES:
- Canvasses residences and businesses enforcing animal license ordinances and laws.
- Verifies rabies vaccinations.
- Collects payment for licenses and issues receipts.
- Maintains records and prepares reports that could be used in court as legal evidence.
- Disseminates public education materials to residents.
- Observes and reports suspicious activities involving animal related concerns, such as inhumane treatment, animal fighting, breeding activities, exotic animals, etc., to the appropriate department of the Agency, and assists other departments as needed.
- Assist and work at state mandated low-cost clinics and/or SEAACA promotional events.
- May utilize personal vehicle during the course of employment with mileage reimbursement (see reverse).
- Performs other duties as assigned.
MINIMUM QUALIFICATIONS/EXAMINATIONS:
- High School Graduation, G.E.D., or a combination of education and related experience with a total of twelve years.
- Possess a valid California Driver’s License and a good driving record. Applicants may be disqualified and not eligible for hire if within the past 36 months they have been convicted of a major moving violation, such as driving under the influence of alcohol and/or drugs. May also be disqualified if there are three or more moving violations and/or at-fault accidents within the past 36 months.
- Must possess an insured automobile in good working condition.
- Ability to complete and pass P.O.S.T. PC 832 Arrest Training Course.
- Must pass a pre-employment physical examination and background check.
KNOWLEDGE, SKILLS, ABILITIES:
- Ability to clearly explain laws relating to licensing animals.
- Interpret and communicate agency policies and procedures and municipal codes.
- Ability to work under minimum supervision, follow directions and make competent decisions.
- Self-starter, self-motivated; ability to adapt to new policies and procedures.
- Ability to communicate effectively and tactfully in a clear and concise manner with the public.
- Must possess good communication skills, both orally and in writing.
- Great organizational and multitasking skills.
- Be a team player and work in an office environment setting.
- Perform simple mathematical calculations.
- Ability to use standard office equipment, such as a personal computer, keyboard and perform data entry.
- Demonstrate and maintain a competent work history, be punctual and have a good attendance record.
- Must be able to work with, handle and be around animals without hindrances or barriers.
PHYSICAL CLASSIFICATIONS/ESSENTIAL JOB FUNCTIONS:

- Manual dexterity sufficient for handwritten records and computer data entry.
The employee must frequently lift and/or move up to 25 pounds and occasionally lift and/or move 50 pounds or more. Specific vision abilities required by this job include close vision, distance vision, peripheral vision, depth perception and ability to adjust focus. The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.
Initial appointment is contingent upon satisfactory completion of a physical examination; drug screening, Live Scan background check and verification of identity identify and right to work in the United States. Hiring is contingent on the selected candidate passing a background check before a formal offer can be extended.

MILEAGE RATE AND MINIMUM VEHICLE INSURANCE REQUIREMENTS:
• Prevailing IRS standard mileage rate reimbursement (i.e. 2024 rate $0.67)
• $25,000 in the case of injury or death of one person
• $50,000 per accident/incident
• $5,000 of property damage in an accident
SPECIAL INFORMATION:
- Working hours and days off may be rotated. Hours may be for various durations. However, normally do not exceed eighty (80) hours in any two-week period. Normal work week is Tuesday through Saturday, except when needed to work Monday or Sunday. Hours worked do not exceed 1,500 hours per calendar year.
Note: At the time of the interview, all candidates must possess and present a valid Class C Driver’s License, AND an original driving history that is issued by the California Department of Motor Vehicles dated no more than 30 days prior to the interview.
