About the Job
The County of Riverside's Human Resources Department has an opportunity for a Loss Control Specialist in Riverside.
The position will be responsible for assisting in the review of liability exposures to the County of Riverside as reported in incidents and accidents reports relating to property, bodily injury, and employment exposure. The position supports review of these materials for the purpose of determining root causes of exposures and making recommendations to the Safety Loss Control Division manager for distribution to departments. The position also works with Safety Loss Control Coordinators in the effort to mitigate known and to ensure a safe working environment, promote safety, and prevent personal injury and loss; ensure compliance with life safety codes and federal, state, and local regulations. Also are tasked with interpreting and helping mitigate risk in industrial settings. Will recommend and create solutions for departments to offer cost-effective solutions whenever possible.
The most competitive candidates will have experience working in a multi-discipline environment and have strong written and verbal communication skills.
Employees in a Confidential designated class are defined by Section 3.b. of the Employee Relations Resolution, as "any employee who may be privy to the decision-making process of County management affecting employee relations" and are only authorized for assignments within the departments of Executive Office, Clerk of the Board, County Counsel, and Human Resources.

EXAMPLES OF ESSENTIAL DUTIES
• Develop, coordinate, and monitor safety policies, procedures, guidelines, and training programs to ensure compliance with regulations; reduce accidents and associated costs due to safety and/or regulatory problems.
• Perform on-site and work-practice evaluations; identify potential safety hazards and regulatory non-adherence in order to eliminate unsafe working conditions.
• Investigate or review reports of accidents or complaints; determine causes/requirements; implement or recommend corrective or preventive measures.
• Maintain liaison with various regulatory agencies.
• Assist in establishing safety goals and objectives, and methods for measuring effectiveness of safety programs.
• Prepare, analyze, and disseminate reports, statistics and other data on accidents, injuries, and violations.
• Identify adverse trends; motivate and assist supervisors in implementation of programs to reverse trends.
• Analyze legislation and regulatory changes; keep current on new developments; recommend incorporation of necessary, desirable, or mandated changes into policies and procedures.
• Investigate work related injuries/illnesses including those involving vehicle accidents.
• Represent the County in safety related hearings including small claims court when appropriate.
• Develop and conduct training programs and other meetings to train and teach safety practices and procedures.
• Performed internal and external loss control audits.
MINIMUM QUALIFICATIONS
Experience:Three years of performing para-professional work related to employee investigations or risk management. ( Completion of college level courses from an accredited college or university in business or public administration, or a closely related field to the assignment may substitute for one year of the required experience on the basis of 30 semester or 45 quarter units equaling one year of the required full-time experience )
Knowledge of: Basic characteristics of County government operational exposures; Cal/OSHA regulations and standards; risk management principles, including trend and/or root cause analysis, and risk mitigation; loss financing mechanisms; tort and contract law; civil procedures and administrative regulations; employee relations investigations.
Ability to:Establish priorities; identify and analyze issues accurately and select effective action; plan, organize, and conduct research for analysis, and make recommendations based on findings prepare clear and concise reports and recommendations; establish and maintain cooperative effective interpersonal relationships; negotiate and resolve conflicts; prepare and present oral reports in a persuasive manner; manage time effectively; apply risk management principles; adapt to new situations, demands and objectives; interface effectively with staff, Board of Supervisors, management, and the public.

MISCELLANEOUS RETIREMENT: County of Riverside has three retirement Tiers through the California Public Employees' Retirement System (CalPERS).
- Tier I (Classic Member - Formula 3% @ 60): Applicable to current and former County of Riverside local miscellaneous employees hired prior to 08/24/2012 and did not withdraw CalPERS contributions. The employee contribution is eight (8%) percent.
- Tier II (Classic Member - Formula 2% @ 60): Applicable to local miscellaneous employees 1) hired after 08/23/2012 through 12/31/2012; 2) Previously employed with another CalPERS contracting public agency or a reciprocal retirement system, with a break in service of less than six months between the separation date with the previous employer and the appointment date with the County of Riverside. The employee contribution is seven (7%) percent.
- Tier III (PEPRA New Member - Formula 2% @ 62): Applicable to CalPERS local miscellaneous new members hired on or after the implementation of the Public Employees' Pension Reform Act of 2013 (PEPRA) which took effect January 1, 2013. As of July 1, 2020, the employee contribution is 7.25% and subject to change annually.
A new member is defined as any of the following:
CalPERS refers to all members that do not fit within the definition of a new member as "classic members".
Contribution rates are subject to change based on the County of Riverside annual actuarial valuation.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
401(a) MONEY PURCHASE PLAN: County contribution of $50 per pay period towards choice between two 401(a) plan providers.
VACATION ACCRUAL (Bi-Weekly Accrual):
0 through 3 year = 80 Hours (10 Days)
4 to through 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 days can be taken from use of accrued Sick leave balance).
BASIC LIFE INSURANCE: $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit may be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the Management Resolution or applicable bargaining unit.
