HOURLY RATE: $24.23 to start $26.92 upon successful completion of 6-month probation period. Wage rate is established by Collective Bargaining Agreement
FLSA: Non-Exempt
WORK LOCATION: Reports to Belleville Office with daily assignments throughout St. Clair County.
MINIMUM REQUIREMENTS AND QUALIFICATIONS:
Good Character - No serious convictions (consent to criminal background check required);
two personal references from local area. Good driving record.
General - Familiarity with area and a resident of work areas strongly preferred.
Physical Condition – Ability to perform assigned job duties. Consent to post-hire physical exam and drug testing required.
Education - High School diploma or GED certificate required.
Experience – 1 or 2 years of related work experience as determined by SCCHA
Skills – Knowledge of local codes; ability to read and understand blueprints, manuals, and other technical documents related to equipment serviced / installed and work performed; ability to work effectively and productively independently with minimum direct supervision; excellent
customer service skills; self-motivated.
Transportation - Valid driver’s license on file at all times; ability to furnish and use personal car for Housing Authority business (with auto insurance coverage compliant with Illinois law). Must be determined insurable under SCCHA’s auto insurance policy.
Certifications - Minimum of Associate Degree and/or Certificate (2-Year) from Vocational / Technical School in HVAC from an accredited institution(s).

MAINTENANCE SPECIALIST / HVAC
GENERAL CONDITIONS:
- This is a maintenance specialist position for an experienced individual with the knowledge, ability and skills needed to satisfactorily perform the functions of the job.
- Position is considered a regular full-time (40 hour per week) position and eligible for full fringe benefits. This person is not exempt from Federal Wage Hour Overtime Labor provisions.
- The terms and conditions of employment for this position are established under a collective bargaining agreement with the Service Employees International Union, Local 73. The person hired for this position may join the union after the 30th day of employment.
- All assigned duties will be consistent with the attached “Summary of Duties” which is subject to change or modification by management and to be performed under the guidance of the Maintenance Director, subject to all policies and procedures established by the Executive Director and Board of Commissioners.
- Employee must successfully complete a six-month evaluation period, unless qualified for shorter evaluation period based upon at least six months of prior related work experience with SCCHA.
MAINTENANCE SPECIALIST/HVAC DESCRIPTION OF DUTIES
SUMMARY OF ASSIGNED DUTIES
Specific duties include, but are not necessarily limited to the following:
- Analyze blueprints and drawings of heating, ventilation, and cooling systems for the purpose of determining the efficient installation of new equipment, upgrading and/or repairing existing systems.
- Install, maintain and repair heating, ventilation and cooling units. Diagnose and repair of electronic, mechanical and electrical components of these systems.
- Diagnose diverse service issues, obtain any replacement parts, calibrate system to manufacturer’s recommendations, and explain fully to tenant what the issue is and what is needed to correct.
- Document completion/status of all work orders assigned as well as obtaining client’s signature when client is present upon completion.
- Maintain proper stock, parts, tools, and safety equipment in the vehicle.
- Maintain good working order of company vehicle, including refueling as necessary and reporting any mechanical issues. Vehicle should be washed on a regular basis.
- Be available to work nights or weekends, on a rotating basis, to provide emergency services.
- Inform Maintenance Director on status of work orders
- Comply with all building and safety regulations
- Perform preventive maintenance work as recommended by product manufacturer and/or consistent with SCCHA policies and procedure, and the direction of the Maintenance Director.
- Other duties as assigned.

The St. Clair County Housing Authority (SCCHA) is presently accepting applications for the following position:

LOCATION: Assignments throughout St. Clair County
SALARY: $24.23 to start; $26.92 after evaluation period*
*Final approval of Collective Bargaining Agreement pending which will increase wage rate.
This is a full-time position for work with assignments throughout St. Clair County. The Maintenance Specialist HV/AC works under the direction and supervision of the Maintenance Director and is part of a two-person team responsible for keeping the HV/AC systems in all SCCHA owned / operated buildings and properties operating properly, safely and efficiently. SCCHA has approximately 1,000 residential dwelling units, along with multiple offices, maintenance facilities and other multi-purpose buildings. Residential building types vary from single-family homes, to duplexes, to multi-family townhouse or garden style apartments containing four or more units, to multi-story (high-rise) buildings. Non-dwelling buildings range in size from 2,000 – 3,000 square foot buildings (of various uses and purposes) to large warehouse and/or finished office space in buildings with 10,000 square feet or more. The HV/AC systems servicing these buildings vary in design and complexity from standard single-unit equipment (gas or electric furnaces) to complex central heating and cooling units in the high-rise buildings. The incumbent is also responsible for the proper and timely completion of a wide range of routine and preventative maintenance related tasks.
In addition to having the requisite experience and proven skills and abilities, the Maintenance Specialist must exercise good judgment and discretion in dealing with residents, visitors, vendors and staff. The ideal candidate will possess good communication skills, good customer service skills, and a professional demeanor at all times.
Requirements include a high school diploma or GED certification; associate degree or equivalent two-year certification in HV/AC from vocational or technical school with accreditation; valid driver’s license with good driving record; ability to use personal car for SCCHA business and document that it is insured in accordance with State law; ability to provide and use personal set of tools and equipment needed to perform the assigned tasks; minimum two years related work experience. Persons with work experience and/or college or vocational training above the minimum requirements are considered preferred applicants.
