DutiesThe incumbent is directly responsible for the administration management of program activities and serves as the senior advisor to the VR&E Officer or designee on analysis and evaluation of program activities, the duties include: - Budget and Cost Effectiveness Analysis: The incumbent serves as budget analyst for the VR&E Division, with responsibility for the monitoring of all VR&E funding (COR Level Authority). This includes, but is not limited to contract services, testing and evaluation expenditures, employee and beneficiary travel, overtime, subsistence allowance award functions, commercial credit card programs, non-payroll expenditures, etc. The incumbent is responsible for development of requests for funds to support program functions, including justification for funding requests, preparation, and documentation of program needs; performs analysis of funds usage for Strategic Oversight and Analysis Review relating to internal controls; reviews and analyzes bill payments, funds usage, Vet-Success contract and local contract expenditures. Conducts cost effectiveness analysis of direct program expenditures such as contracting, purchase of equipment and supplies for Veterans, etc.; conducts cost effectiveness analysis of non-payroll expenditures such as consumable supplies, office equipment usage, correspondence and shipping, etc.
- Audits, Inspections and Management Controls: The incumbent develops procedures for establishing, operating and assessing the effectiveness of management control systems; assesses the effectiveness of administrative activities and advises Division management concerning accomplishments, deficiencies, vulnerabilities, etc.; oversees the preparation, data collection, analysis and presentation of internal control audits, inspections, etc. develops practices to insure reduced potential for waste, fraud or abuse.
- Organizational Analysis: Reviews and evaluates organizational processes and provides recommendations for effective organizational changes. Performs functional analysis of Division resource allocations, performance indicators, physical plant, etc. Assembles data, develops charts, graphs, etc. for bi-weekly briefings, trip packs, various other presentations. Compiles data and develops monthly and quarterly reports as needed.
- Program Oversight: Coordinates the work for non-professional program staff. Serves as technical advisor to program support staff regarding administrative procedures. Analyzes and evaluates program staff performance indicators for use of Division management. Organizes and analyzes various program status reports for management. Oversees the development of Strategic Oversight and Analysis Review reports.
- Program Development: Coordinates and oversees special projects initiated by the VR&E Officer or designee to enhance program performance, increase program impact throughout the state, enhance partnerships with other service providers, etc. Assignments may include initiatives emanating from Regional Office, District Office, Office of Field Operations, and VR&E Service.
Work Schedule: Fulltime, Monday - Friday, 7:30a.m. - 4:30 p.m., Subject to change to meet the needs of the agency. QualificationsTo qualify for this position, applicants must meet all requirements by the closing date of this announcement. Time-In-Grade Requirement: Applicants who are current Federal employees must have held a GS-09 grade and above any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. - memorandums or letters evaluating and analyzing processes,
- conducting internal audits to determine compliance with policies and regulations and evaluate program effectiveness,
- coordinating and facilitating initiatives requiring team cooperation.

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher-level graduate education leading to such a degree; or an LL.M., if related. OR,
Combination of specialized experience and education: Applicants may also combine education and experience to qualify at the GS-11 level. You must have a combination of specialized experience and education in excess of the first 60 semester hours (i.e., beyond the second year) is creditable toward meeting the specialized experience requirement. One full academic year of study (36 semester hours) beyond the second year is equivalent to 6 months of specialized experience. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at the GS11 grade level. To calculate, first identify the percentage of required education you have earned (when substituting, you cannot use the first 60 semester hours that you earned). Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-11.Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
