Represents the executive in contacts with high level IRS officials, representatives of other agencies and non- government organizations (e.g., Department of Treasury, Department of Defense)
In all such assignments, the incumbent effectively presents the view and decision of the Director when delegated the authority.Establishes and maintains relationships and facilitates recurring technical exchanges with peers, executives, and/or other technical advisors in the various Business and Functional Operating Divisions
Represents Service wide interests and endeavors for the assigned project; functions as the resident expert relating to all aspects of project planning, execution, and implementation.Prepares agency directives, IRM issuances, memorandum, IRS-wide policy statements, and other written guidelines and recommendations.Serves as an expert technical advisor in matters, issues, and questions pertaining to M&P and or assigned areas
Identifies, develops, manages, and lead initiatives and policies to improve services provided by M&P.Conducts briefings, presentations, risk assessments, white papers and prepares comprehensive reports and communications to keep executives, top-level managers and stakeholders advised of project plans, progress and changes and recommendations.Requirements Conditions of EmploymentSTANDARD POSITION DESCRIPTIONS (SPD):

You must meet the following requirements by the closing date of this announcement: SPECIALIZED EXPERIENCE GS-14 LEVEL: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service
Specialized experience for this position includes:Experience with a wide range of analytical and evaluative methods and techniques, both qualitative and quantitative, sufficient to accomplish complex projects or studies broad in scope and magnitude.Experience with a full range of Federal laws, policies, regulations, and precedents applicable to the segment(s) of the Service's program affected by the assigned project or study.Experience with the overall mission, objectives, functions, policies, and organizational structure of the Internal Revenue Service.Experience with management principles and processes to perform project management duties and to effectively coordinate and integrate project objectives and recommendations
Experience working effectively with others and maintaining harmonious relationships with all parties and communicating effectively both orally and in writing.ANDMEET TIME IN GRADE (TIG) REQUIREMENT: You must meet applicable TIG requirements to be considered eligible
To meet TIG for positions above the GS-05 grade level, you must have served at least one year (52 weeks) at the next lower grade (or equivalent) in the normal line of progression for the position you are applying to
