At the Full Performance Level (FPL): The primary purpose of this position is to serve as the Outreach Lead for the AFIT Graduate School of Engineering and Management determining staffing requirements and planning for material needs including budget estimates and determining the internal personnel and resource allocation across the school's departments. Responsibilities This position is a developmental GS-12 target GS-13 position. This position may be filled at the GS-12 grade level only. Individual selected may be promoted without further competition, upon meeting all legal and regulatory requirements. Starting salary indicated on this vacancy announcement is for the GS-12. Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed. This position may be subject to a formalized training program and pay retention of 150% of the maximum rate of the basic pay is authorized for candidates requesting a Voluntary Change to lower Grade. SPECIALIZED EXPERIENCE AT THE GS-12: Applicants must have at least one year (52 weeks) of specialized experience at the next lower grade GS-11, or equivalent in other pay systems. Examples of specialized experience includes providing strategy development, organizational support, and resource management with respect to all aspects of outreach including faculty and staff recruitment, continuity in stakeholder relationships, and fostering consultation and research opportunities. NOTE: Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-11 level is required to meet the time-in-grade requirements for the GS-12 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: AT THE GS-12: Knowledge and skill in applying analytical and evaluative methods and technique to directly support School operations management concepts, principles, and methodologies, and to effectively analyze the various components of operations as part of an integrated whole. Comprehensive knowledge of operations function to develop and implement innovative approaches and solutions to organizational issues and to provide definitive input on how proposed changes would be detrimental or would enhance the mission and objectives of the Graduate School of Engineering and Management. Knowledge of DoD, USAF, AETC, and AFIT strategic plans and strategic planning processes in order to develop short and long range operations planning guidance in accordance with broad USAF and School policies and objectives. Knowledge of AETC, AFIT, and external peer University organizations, their environment, and their functions to understand requirements and to arrive at innovative approaches to best meet those requirements. Knowledge of common University recruiting and outreach programs and the ability to implement processes within the Graduate School of Engineering and Management to bring in students and faculty members. Ability to communicate (oral and written) and interact effectively at the highest levels to achieve stated positions or to make an adequate case for a particular strategy which may or may not be readily accepted, but which is the best solution to achieve overall School goals. Skill to plan, organize, and direct team study work and to negotiate effectively with management to accept and implement recommendations where the proposals involve substantial resources, require changes in established procedures, or may conflict with the desires of the activity studied. Comprehensive knowledge of administration laws, policies, regulations, and procedures applicable to the administration of one or more programs. AT THE GS-13: Expert knowledge of a wide range of qualitative and quantitative methods for the assessment and improvement of critical command plans and programs, including management, planning, and measurement concepts, principles, practices, and methodologies currently in use by the AF, DoD, and private industry. Expert knowledge of pertinent laws, regulations, policies, precedents, budget and mission priorities, and related support resources which affect the manpower program and the functions under study. Expert knowledge of the major issues, program goals and objectives, work processes, and administrative operations of AF organizations. Knowledge of AETC, AU, and AFIT human resource program goals and objectives; the sequence and timing of key program events and milestones; and methods of evaluating the worth of program accomplishments. Ability to plan, organize, and develop studies, projects or reports, making recommendations on substantive operating programs, and negotiate effectively with others to accept and implement recommendations, where the proposals involve substantial resources. Mastery in adapting analytical techniques and evaluation criteria to the measurement and improvement of program effectiveness and/or organizational productivity. Advanced skill in developing new or modified work methods, organizational structures, management processes, and/or program administration procedures. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
