SUMMARY OF ASSIGNMENT
This position assists the Director of Capital Projects with planning and coordinating architectural, construction, and other phases of managing and coordinating various types and sizes of construction projects from design through construction, closeout and warranty.
ESSENTIAL FUNCTIONS
- Participates in the development of in-house capital construction projects; ensures that projects are completed in accordance with established parameters.
- Reviews architectural plans, construction drawings, specifications, and detailed cost estimates prepared by project consultants; assists in procuring building permits and bidding public works construction projects; participates in planning conferences. Develops specifications and put projects out for bid.
- Provides technical expertise; assists in managing the school construction process; files application with the state for modernization or new construction to obtain state funding.
- Assists with preparing bid documents and soliciting proposals; develops bid documents; evaluating proposals; writing contracts; and contract negotiations.
- Develops and maintains project files current working plans; as built drawings; operations manuals, and specifications.
- Assists in contract document review for compliance with District building code standards, local building codes, and state and federal compliance requirements.
- Coordinates, inspects and monitors construction activities for assigned construction projects; completes and submits inspection reports.
- Identifies construction deficiencies and inadequacies, and documents requests for corrective actions; coordinates change orders between District and contractor.
- Performs warranty follow-up and related activities.
- Prepares punch lists of work to be done by contractors, to interface with architect’s punch list; maintains up-to-date surveillance of punch list items; notifies Director of Capital Projects on completion of work.
- Coordinates with architects and responsible contractors to ensure proper completion of warranty work; ensures that the district receives all operations and maintenance manuals, “as-built” drawings and warranties required by the project specifications; ensures that the district receives asbestos-free certification from the architect, contractor and subcontractors on all new construction projects or certification that no asbestos-containing materials were used in remodel projects.
- May manage the survey, design and removal of asbestos and other hazardous materials in remodeling projects.
- Serves as a liaison with principals, program managers, teachers, custodian engineers, other District staff, and community groups as needed.
- Assists in the development of capital projects presentations as necessary
- Inspects completed construction and recommends final acceptance.
- Performs related duties consistent with the scope and intent of this position.

MINIMUM QUALIFICATIONS
Education and Experience
Associate degree in an Architectural, Engineering, Project Management field or engineering field preferred.
Five years of increasingly responsible work experience in public construction projects and experience in applying engineering, architectural design and management skills managing various types of complex construction projects of all sizes.
Allowable Substitutions
Alternative combinations of training and experience may be substituted for the degree requirement (i.e., construction work with general contractor.) This will be evaluated by Administration for compatibility.
Required Knowledge, Skills and Abilities
- Knowledge of regulations, laws and ordinances, codes, and standards applicable to public building Knowledge of construction site safety codes and standards.
- Skill in computer operations and spreadsheet design
- Skill in site construction process, inspections, and reporting.
- Ability to organize, prioritize and complete assignments within established Ability to coordinate multiple activities simultaneously.

Desirable Qualifications
- Bachelor’s or Master’s degree in a field relevant to project management, construction, maintenance and operations.
- Architectural or Engineering License.

- Valid Washington State driver's license and access to personal
- Ability to obtain access to Joint Base Lewis-McChord
- Required to be on-call during construction projects and public hearings.

WORKING CONDITIONS
Work is performed in an office and school building location. Travel between District locations is required. Ability to use fingers, hands and arms for computer work; sit for prolonged periods of time. Will experience frequent interruptions; occasionally required to deal with distraught or angry people; required to attend evening meetings and work extended hours as needed.; may be required to work a flexible schedule; required to travel to various construction sites; requires safety awareness on construction sites’; required to inspect sites during various phases of construction where access will be limited and may require climbing onto ladders, roofs and scaffolds or traveling on material hoists; required to work around heavy machinery; may be exposed to hazardous chemicals and high noise level; required to wear protective clothing or devices; required to work outdoors in inclement weather and at heights; may be required to lift construction materials weighing up to 50 pounds; required to work beyond the regular work-day/work-week during heavy construction periods

CONDITIONS OF EMPLOYMENT
Employment with Clover Park School District is conditional pending completion of a Washington State Patrol and Federal Bureau of Investigation fingerprint background check as required by RCW28A.400.303. (NOTE: All associated background check fees are the employee’s responsibility.) The fingerprint scan must be completed prior to the first day of employment.
