Position Overview:
Manager, Subsidy Programis responsible for managing the overall operation of the Housing & Benefits programs. The Housing & Benefits team provides rental assistance, housing case management and financial benefits services to a diverse cohort of HIV+ individuals with complex needs. This position represents the agency and interests of clients at related community partner meetings and work groups. This position is responsible for special projects as assigned.
ESSENTIAL DUTIES:
- Program Management: Provide leadership and guidelines for housing and benefits programs, monitor and evaluate annual budgets, purchasing, manage contract deliverables and strategic objectives, ensure the program is meeting Federal, State and City requirements. Write, revise, interpret and implement program policies. Represent Housing & Benefits Programs at regularly scheduled meetings with agency managers, program directors, and other stakeholders as needed.
- Supervisory Responsibilities: Provide individual supervision and coaching to Subsidy Coordinators and Health Navigation Resource Manager. Facilitate individual supervision and department meetings. Coordinate continuing professional training & development for department staff.
- Case Management: Provide non-medical case management and financial benefits counseling for a caseload of 4 to 8 rental assistance participants in need of specialized support.
- Compliance: Responsible for quality assurance regarding contract and regulatory requirements for electronic and paper file management and staff professional standards. Consults regularly with Finance team to ensure contract outcomes and spending are on target.
OTHER RESPONSIBILITIES:
- Special Projects: Participate in interdepartmental service, program development and evaluation activities. Partner with community HIV clinics to collaborate stabilizing client housing and connection to care. Represent agency and agency client interests at external meetings with City of San Francisco DPH, MOHCD, DHSH departments on projects related to housing and HIV services.
- Collaboration: This role works closely with internal partners supporting the program including Information Technology, Finance, Strategy, Data, Program Administration, and other SFAF client service teams.
Essential Qualifications:
- Communication: Excellent written and verbal communication skills. Ability to convey difficult and challenging information to employees.
- Knowledge:Possesses technical knowledge required to do the job. Awareness and sensitivity to health disparities as well as stigma related to SFAF's priority communities. Understanding of HIV treatment, transmission, and risk factors. Ability to maintain confidentiality. Knowledge of the harm reduction model, drug and alcohol counseling and other therapeutic models and interventions. Knowledge of traditional case management duties of psychosocial needs assessment and connecting the client to needed resources. Familiarity with budget planning and monitoring.
- Adaptability: Experience managing administrative and clinical activities within a social services program serving clients experiencing stressors associated with HIV, poverty, substance use, and homelessness. Adapts to changes in work duties and organizational structure.
- Judgment:Exhibits sound and accurate judgment; can clearly explain reasoning for decisions; includes appropriate people in decision-making process; demonstrates persistence and overcomes obstacles.

Physical Requirements and Work Environments:
- Skill in operating office equipment such as a personal computer, copy machine and telephone system. Ability to perform routine bending, stooping, twisting, and reaching. Education and Experience:
- Bachelor's degree in a related field preferred.
- Minimum of5 years of work in Case Managementrequired.
- Experience with housing subsidy systems highly regarded.
- Managerial experience preferred.
- Extensive training working with severely impaired psychiatric populations, active substance users, forensic populations, medically disabled and populations with complex psychosocial and environmental stressors preferred.
- Bilingual/bicultural Spanish skills preferred.

Work Environment:
- This position is primarily located at 940 Howard Street; San Francisco, however, may require traveling to other office locations or off-site meetings as required by the job.
- This is a hybrid position; the position may choose to work remotely up to approximately 40% with occasional requirements to work on-site at our headquarters in San Francisco or travel to other locations as determined in the sole discretion of SFAF. This percentage is subject to fluctuate based on team needs and circumstances.
- Travel expenses for commuting to SFAF offices are not reimbursable.
