Work Schedule:M-F 1st shift some weekends

OBJECTIVE:
The Manager I, Site, performs on-site management of janitorial services contracts at Federal sites in Colorado Springs, Pueblo or surrounding locations to ensure customer standards and requirements are met or exceeded. The position is responsible for adhering to all Goodwill policies and procedures and meeting Goodwill quality standards.
QUALIFICATIONS:
Minimum Qualifications: A High School Diploma or G.E.D. An Associate’s Degree is preferred. A valid Colorado driver’s license without a history of violations is also required, with the ability to travel when required. The incumbent must be able to work some weekends and holidays.
Incumbent must be able to pass a background investigation. Five years of previous experience in supervision of janitorial employees, with knowledge of cleaning chemicals, janitorial equipment and cleaning technologies.
The incumbent must conduct self in a professional manner conducive to a product work environment; must demonstrate good judgment, responsibility, and initiative. The incumbent should possess effective interpersonal skills including the ability to supervise people, work cooperatively, to organize work, and make good decisions. The incumbent must maintain a professional appearance appropriate for the work setting.
Required competencies:
- Certified Executive Housekeeper (CEH) credentials
- Knowledge of Green Clean technologies

- The incumbent will be required and must have the ability to drive for company business*.
*Per auto vehicle insurance carrier requirements: For applicants/employees to qualify for inclusion on the Goodwill driver insurance schedule, for purpose of driving Goodwill fleet vehicles, they must be at least:
- 19 years of age (not engaged in passenger transportation),
- 25 – 70 years of age for all passenger transportation services,
- 21 years of age for CDL.
Applicants/employee will be required to undergo a Motor Vehicle Record (MVR) check and background check; applicants/employees must disclose all moving traffic violations or vehicle crashes (within the last three (3) years)(Note: not all violations are a disqualification for employment and each case will be reviewed by the insurance carrier); must have valid Colorado State driver license; must also be able to operate company vehicle, and adhere to all Federal, State, and local laws governing vehicle operation.
Applicant/employees using their personal vehicle for company business, must have valid vehicle insurance, valid driver license, and vehicle must be in roadworthy condition.
KEY RESPONSIBILITY AREAS:
Contract Management
The Site Manager I will develop and maintain clean, safe work conditions within the facility and surrounding area, set the example for subordinates to emulate which will serve as a model for high standards. The incumbent will understand the staffing requirements of the AbilityOne programs relating to the employment of applicants with disabilities. In addition, the Site Manager I will advise the Director of Contract Services through formal and informal means on the overall operation and workflow, sharing pertinent information related to customer demands, quality control problems, material/equipment shortages and personnel needs.
Overall Support and Quality Focus
The Site Manager I will ensure all work is performed in accordance with the Statement of Work, with adherence to all required quality control measures and contract deliverables. In addition, applicants are required to attend all mandated Goodwill training and Safety meetings.
Staff Supervision
The Site Manager I will review cleaning procedures and maintain correct staffing levels, as necessary. The Site Manager I will supervise Work Leads and conduct Monthly Staff and Training meetings. The Site Manager I will provide guidance to assigned work leaders, employees, and trainees who work within the department to maintain contract requirements.
Relationship Management
The Site Manager I will assist in budgetary, equipment requirements and purchases, and assist Case Managers with AbilityOne clients as needed while maintaining confidentiality. Site Managers I must conduct a physical inventory of janitorial supplies on a weekly basis, and submit to the Director of Contract Services. Candidate will also be required to work with QAE Inspectors, Building Managers, and customers daily.
Important:
1. Access.
a. Access to CUI/FOUO should be limited to U.S. Nationals that have either a current U.S. security clearance (minimum interim SECRET clearance) or have been the subject of a favorably completed National Agency Check with Inquiries (i.e. Standard Form (SF) 85 Position of Trust investigation) or equivalent investigation (i.e. contractor equivalent).
(1) Definitions:
(a) A U.S. Person is defined as any form of business enterprise or entity organized, chartered or incorporated under the laws of the United States or its possessions and trust territories, and any person who is a citizen or national of the United States
(b) A U.S. National is defined as a citizen of the U.S., or a person who, though not a citizen of the U.S., owes permanent allegiance to the U.S. Also see 8 USC l lOl(a) (22) or 8 USC 1401 paragraphs (a) through (g) for further clarification on those who may qualify as nationals of the United States.
(2) Contractor Equivalent:
(a) Contractor equivalent includes various background checks such as those performed by employers during hiring process. At a minimum, the Contractor Equivalent Background Plan (CEBP) will include citizenship, Personal Identification (Social Security Number), and criminal background checks. The contractor shall submit a list of their procedures on company letterhead through the Contracting Officer or their representative for concurrence by the designated MDA approving office.
(b.) Contractor personnel with dual or foreign citizenship (including but not limited to those with permanent resident status) will be subject to an additional review; and found favorable by MDA prior to access to CUI/FOUO. (Note: Contractor personnel with dual citizenship that have an active U.S. security clearance (interim Secret or higher) may have access to CUI/FOUO material without additional review.
2. See Reference Item 11.1. for safeguarding of CUI/FOUO on a contractor's unclassified information system(s).
3. The contractor shall flow-down this requirement to all subcontractors requiring access to CUI/FOUO information regardless if the subcontractor has a facility security clearance or not. For those uncleared subcontractors, the prime contractor shall ensure this section exists within the language of the subcontract/purchase order.
