We have spent over 40 years advocating for and creating a health home for the many that have been denied access to care. Many times, this requires that we go outside and provide services in other settings to build the bridge that links individuals to our health center for preventive and primary care. Over 90,000 individuals come to La Clínica because it is a welcoming place that addresses the whole person, coordinating and connecting them to a broad network of services to improve and maintain their health and well-being. While we are still known for our activism and spirit of social justice, we are also proud to have grown into a sophisticated provider of primary health care services with 35 sites across Alameda, Contra Costa and Solano counties.
Be part of an excellent care team: Under direction of the Director of Behavioral Health, the Integrated Behavioral Health (IBH) Manager is responsible for managing the provision, coordination and integration of behavioral health services within La Clínica's Primary Care Clinics and School Based/School-Linked Health Centers. IBH services include crisis intervention, behavioral consultation, brief counseling, medical social work, coordination of care, patient education, and patient advocacy. The role requires partnering with various internal and external providers and organizations to ensure compliance with program policies and standards for behavioral health services as well as the fulfillment of grant deliverables.
Major Areas of Responsibility include but are not limited to:
- Provides leadership and oversight in the integration of behavioral health services into La Clínica's primary care programs and school-based/school-linked health centers, by identifying best practices and national trends and providing key input into funding opportunities and oversight into the development of programmatic goals, policies, procedures, standards and guidelines.
- Oversees the delivery of integrated behavioral health services in compliance with program policies, clinical guidelines and grant requirements. Provides program coordination including interfacing with other departments and service lines.
- Partners with clinical leadership to implement population management approaches and ensures IBH operations support quality and access for patients.
- Provides programmatic strategic planning and identifies opportunities for performance and quality improvement.
- Ensures compliance with grants and regulatory guidelines regarding activities, goals and outcomes.
- Provides internal and external facing leadership in integration of behavioral health services representing IBH.
- Monitors budget expenses and variances for multiple contracts and partners to ensure achievement of key deliverables and milestones.
- Develops and oversees quality assurance activities including peer review processes, administrative, clinical, and fiscal audits/reviews of program activities. Responsible for the development of qualitative and quantitative reports.
- Plans, assigns, and supervises work of department employees.
- Evaluates performance of IBH administrative and operational staff and provides input into performance appraisals of clinical staff including related to job performance, workflow, productivity, and clinical documentation in order to ensure staff efficiency and a high standard of quality behavioral health care for patients. Holds shared responsibility with site managers for disciplinary action resulting from poor job performance.
- Directs, reviews and analyzes the preparation of annual budgetary estimates; controls subsequent expenditures within authorized appropriations; analyzes financial accounting of expenditures and prepares forecasting reports.
- Works to maximize billing and reimbursement for IBH services across all clinic sites.
- Represents IBH services within La Clinica as well as externally. Participates in La Clinica meetings and participates on internal and external committees as needed.
- Analyzes new legislation for impact on primary care behavioral health programs.
- Other duties as assigned.
Minimum Requirements
- Two years of progressive administrative and supervisory experience in a health care setting.
- Knowledge and understanding of health care administration and operations, including clinic operations and patient flow, management of personnel including health care professionals, budgetary oversight, grants management.
- Ability to track and prioritize multiple, simultaneous workstreams and bring them to completion in partnership with behavioral health and medical professionals.
- Ability to work across cultures and demonstrate support of diversity, equity and inclusion.
- Bilingual English/Spanish preferred but not required
- Master's degree in Social Work, Public Health, Health Administration or similar field preferred
- Ability to track and prioritize multiple, simultaneous workstreams and bring them to completion
