The City of Oxnard's Information Technology Department is seeking a dynamic and experienced Manager of Applications to lead our applications team and ensure the effective development, implementation, and maintenance of our software applications. This role is critical in ensuring that technology solutions effectively support municipal operations and enhance service delivery to residents. The ideal candidate will have a strong technical background, excellent leadership skills, and a commitment to public service.
WHAT YOU'LL DO:Lead the applications team in managing and supporting municipal applications, ensuring they meet the needs of various departments and the community.
Collaborate with department heads and stakeholders to identify application requirements, prioritize projects, and develop strategic plans for implementation.
Oversee the development, testing, and deployment of new applications and enhancements to existing systems, ensuring compliance with industry standards and best practices.
Monitor application performance, conduct regular assessments, and implement improvements to optimize functionality and user experience.
Ensure data integrity and security across all applications, adhering to relevant policies and regulations.
Conduct thorough analyses to determine whether to build custom applications or purchase off-the-shelf solutions.
Lead the evaluation and selection process (RFP) for new software solutions, collaborating with stakeholders to define requirements, conduct market research, and facilitate vendor demonstrations.
Manage relationships with third-party vendors and service providers, ensuring quality support and adherence to service level agreements (SLAs).
Develop and maintain documentation related to application architecture, processes, and user guides.
Stay informed about emerging technologies and trends in municipal applications, providing recommendations for innovation and improvement.
Train and support municipal staff in the use of applications, promoting efficient and effective technology use across departments.
Improve productivity by highlighting deficiencies and recommending changes in tools, training, processes, reporting,and employee engagement.
Maintain quality service by establishing and enforcing organization standards.
Resolve issues, ensuring a proactive, fast path to resolution. (This work effort may extend beyond the course of the standard work schedule)

Payroll Classification: Information Technology Officer I
DISTINGUISHING CHARACTERISTICS:
The Information Technology Officer I is the journey level class for the Information Technology Officer series. This class is tasked with managing City resources and contract staff to oversee assigned systems projects and initiatives. This class is distinguished from the Information Technology Officer I in that the Information Technology Officer I provides planning, implementation and operational oversight of assigned technology function, and may provide direct supervision of assigned staff.
SUPERVISION RECEIVED/EXERCISED:
Receives general supervision from the Deputy Chief Information Technology Officer, Chief Information Officer and/or higher level management. Exercises supervision over City staff and contract staff in the assigned function area.
WORK SCHEDULE:
The normal work week is Monday through Thursday 8:00 am to 6:00 pm and alternating Fridays 8:00 am to 5:00 pm.
Please note:
The Information Technology Department supports public safety personnel including the Police Department. Therefore, as part of the selection process, applicants will be required to successfully complete a thorough background investigation, which includes a polygraph exam.
