What you will do for Harris County Precinct 4 (HCP4)
Under the guidance and supervision of the Sr. Manager of Finance Operations, the Manager of Finance Operations assumes the critical role of spearheading financial efficiency, compliance, and operational excellence within Harris County Precinct 4. This position encompasses a range of senior-level responsibilities that involve not only overseeing diverse financial functions but also orchestrating process optimization and fostering cross-departmental collaboration to guarantee the seamless flow of financial operations. The Manager is expected to have a strategic mindset, strong analytic abilities, and the capacity to ensure the seamless functioning of financial operations to support Precinct 4's fiscal health.
Job Duties and Responsibilities:
The duties listed below are intended only as illustrations of the various types of work that may be performed.- Financial Operation Management
- Leads the day-to-day financial operations of the department including accounts payable, receivable, capital projects, procurement, payroll, and cost management. Monitors cash flow, financial transactions, PO expenditure, and reconciliation procedures to ensure accurate financial records and compliance with federal, state, and local regulations.
- Ensure the accurate and timely processing of financial transactions. Monitors Procurement Card transactions for compliance with Policy and financial effectiveness.
- Budgeting and Financial Planning
- Monitor budget balances, review budget transfers, and report on budget performance for ongoing projects and contracts.
- Identifies appropriate fund sources and funding availability for projects. Ensures transactions comply with funding source requirements.
- Assists and participates in the annual budget process; track financial performance metrics using dashboards and other data-driven visualizations; creates and analyzes Division-level financial transactions, projections, and reports.
- Financial Reporting and Compliance
- Prepare various financial statements, schedules, charts, reports, and conduct detailed financial analysis to identify variances and investigate causes.
- Coordinate and assist with audits, including preparation of documentation and responses to auditor inquiries.
- Process Improvement and Efficiency
- Identifies areas for improvement in financial operations to help streamline workflows and increase efficiency. Research and implement best practices, automation, and technology to improve operational efficiency.
- Develop and maintain financial policies and procedures to ensure consistency and compliance.
- Team Management and Development
- Manages and mentors a team of finance professionals fostering team growth, performance, and professional development by setting clear goals, providing feedback, and ensuring the team's alignment with the objectives set by the organization.
- Stakeholder Collaboration
- Collaborates with senior leadership and provides financial insights that support strategic decision-making and business plans.
- Strategic Planning and Analysis
- Participate in strategic planning activities, providing financial analysis and insights to support organizational goals.
- Monitor expenditure trends and conditions to inform strategic decisions.
