Role Summary:The Manager, Planning and Central Bidding is responsible for executing on the strategy for resource planning and staffing of Customer Service Agents (CSA), Ramp Service Agents (RSA), and business partner employees in Alaska Airlines (AS) stations, and oversees the central bidding function supporting COPS, RSSA and AMFA contracts. As a people leader, the Manager Planning and Central Bidding leads and establishes business priorities for the team to optimize cost and efficiency while maintaining compliance with labor contract requirements and company policy.
Key Duties:- Lead the resource planning team, promote a high-performance culture, develop people through effective performance management and ongoing feedback, focusing on delegation for stretch assignments, growing and developing the team for capacity and growth, looking at performance across the team, and time management.
- Execute on division strategy to:
- Develop, implement, and optimize CSA, RSA and vendor staffing levels and schedules at the station level to ensure company-wide cost and productivity objectives are met or exceeded.
- Provide input in the strategy to create, implement and optimize central bidding workflow, processes and tools to ensure bid awards are awarded on-time and in compliance with collective bargaining agreements.
- Evaluate business plans related to staffing, scheduling constraints, budgeting, productivity objectives, and work rules to identify areas of concern, then analyze the areas of concern to develop innovative solutions to present to stakeholders.
- Contribute to decisions related to the selection and continued evaluation of all staffing, scheduling, and bidding software, including coordinating with vendors to evaluate program costs and efficiency.
- Develop and implement audit procedures to determine if current plans support evolving business needs.
- Coordinate with operational partners to evaluate effectiveness at the ground level.
- Organize the creation of tools to reduce or eliminate the team’s need to spend time gathering information for decision making.
- Responsible for monitoring and reporting the monthly budget results, forecast staffing levels for the year on a system-wide basis, continually working to enhance staffing models, adjusting to improve performance and/or work with operational leaders to develop corrective action plans for stations to meet their goals for their annual budgets.
- Contribute to the long-term strategy for capacity planning to optimize flight schedules to ensure airport productivity goals are met.
- Partner with labor and union leadership to address resource planning and central bidding issues and maintain strong and effective working relationships.
Required
- 5 years of experience in resource planning, airport operations or a related discipline.
- 2 years of leadership experience.
- A Bachelor of Arts or a Bachelor of Science degree or an additional two years of experience in lieu of this degree.
- Proficient with Microsoft Office applications (e.g. Word, Excel, SharePoint, and Outlook.)
- Ability to extract and interpret data to drive meaningful and actionable plans to address business needs.
- Strong ability to rapidly understand and organize complexity and come up to speed quickly on the architecture and use of complex systems and processes.
- Detail oriented and highly organized, with the ability to execute on multiple projects, priorities, and deadlines.
- Proven ability to influence within multiple levels of the organization, including those outside reporting structure.
- Cross-divisional team leader who drives excellence, develops and coaches others, and can create excitement around a compelling vision in a collaborative, team-oriented fashion.
- Ability and willingness to travel up to 20% of the time, including international travel.
- High school diploma or equivalent.
- Minimum age of 18.
- Must be authorized to work in the U.S.
Preferred
- Strong data analytical skills.
- Working knowledge of work/pay rules for all relevant collective bargaining agreements, including when state or federal rules should apply.
- Lean, Six Sigma or continuous improvement training or certification.
- Knowledge of Tableau or related database tools.
- Experience leading a union workgroup.

Salary Range: $113,200 - $169,800 / year Salary Details:Pay will be based on multiple factors, including and not limited to location, relevant experience/level and skillset while balancing internal equity relative to other Alaska/Horizon employees. Alaska/Horizon is committed to fair, unbiased compensation along with competitive benefits in all locations in which we operate.
Note: We don’t typically hire at the top of the range.
