The Manager - Systems Analysis position is responsible for the assigned systems analysts staff to ensure timely and quality deliverables by the team. For NCEB project, the position is responsible for hands-on analysis and evaluating data to support requirements for a set of systems that provide customer service to millions of health insurance recipients. The position will be developing software solutions that meets or exceed business requirements; the development effort includes designing and implementing SQL modules to system specifications, conducting unit testing, troubleshooting issues, and producing documentation of results. The position must exhibit effective communication and technical skills to support stakeholders and project clients. Essential Duties and Responsibilities:
- Manage the collaboration with business stakeholders to identify and document the system level requirements that solution the business requirements.
- Analyze and lead the business process flows and updates to system process flows and requirements.
- Work with the systems analyst team and lead the effort to understand how the present and future business needs may impact the solution.
- Ensure that the systems analyst team reviews and defines the functional and non functional requirements and supports the project team when estimating and prioritizing release scope.
- Peer review and lead the effort to inspect requirements, specifications, business processes and make recommendations to support the proposed solution.
- Actively participate in the creation of design specifications, user manuals, release notes, end-user training materials, and general system documentation by analyzing business needs and creating or updating systems requirements.
- Lead the review and maintenance of requirements documents based on peer reviews and scope changes.
- Coordinate issue triage sessions to evaluate against existing requirements and determine outcome and priority.
- Report status to team and take action where appropriate.
- Lead and contribute to the requirements development standard practices and procedures.
- Ensure that requirements development methodologies are followed and the artifact content supports the scoped changes.
- Identify anomalies and ensure that they are maintained through closure.
- Work with the business to identify back end configuration changes or data preparation.
- Guide the talent identification and development processes of the systems analysts team and ensure that there is employee development and improvement.
- Conduct 1:1 coaching sessions to ensure that each employee is on track toward their annual goals and development plan.
- Actively participate in the Shared Service activities to maintain and evolve the requirements development and management artifacts.
- Work across functions with peers in other groups to ensure collaboration for shared goals.
Essential Duties and Responsibilities:
• Ensures policies, practices and procedures are understood and followed by direct reports and project stakeholders.
• Supervises professional level employees and contractors.
• Serves as liaison between the systems analysis team, functional teams, and stakeholders to ensure there is a clear understanding of common objectives.
• Translates business requirements and objectives into system level requirements for use by development and testing teams.
• Write complex SQL queries to analyze data and troubleshoot data errors and anomalies of concern to business operations.
• Communicates with stakeholders, clients, external vendors and software development team members to build dynamic solutions that meet the business needs of our various clients.
• Facilitates and leads collaborative meetings as needed for successful implementation of complex project goals.
• Participate in and contribute to all Agile requirements solution development and delivery events.
• Work closely with business operations to understand their analytics need and delivers insight to provide input for better business decisions.
• Perform other duties as required for supporting the project in meeting client requirements.
Minimum Requirements
- Bachelor's degree and 5-7 years of relevant experience or equivalent combination of education and experience required.
- Manages, perhaps through subordinate supervisors, the coordination of the activities of a section or department with responsibility for results, including costs, methods and staffing.
- In some instances this manager may be responsible for a functional area and not have any subordinate employees.
- Works on issues of diverse scope where analysis of situation or data requires evaluation of a variety of factors, including an understanding of current business trends.
- Follows processes and operational policies in selecting methods and techniques for obtaining solutions.
- Acts as advisor to subordinate(s) to meet schedules and/or resolve problems.
- Develops and administers schedules, performance requirements; may have budget responsibilities.
- Frequently interacts with subordinate employees, customers, and/or functional peer group managers, normally involving matters between functional areas, other company divisions or units, or customers and the company.
- Often must lead a cooperative effort among members of a project team.
- Receives assignments in the form of objectives and determines how to use resources to meet schedules and goals.
- Provides guidance to subordinates within the latitude of established company policies.
- Recommends changes to policies and establishes procedures that affect immediate organization(s).
• Bachelor's degree from an accredited college or university and minimum 5 years of SDLC experience.
• Professional certifications in disciplines such as Agile, DevOps, Amazon Web Services (AWS), etc., are preferred(e.g., AWS Certified Cloud Practitioner, SAFe DevOps, SAFe Scrum Master, etc.).

Pay Transparency
Maximus compensation is based on various factors including but not limited to job location, a candidate's education, training, experience, expected quality and quantity of work, required travel (if any), external market and internal value analysis including seniority and merit systems, as well as internal pay alignment. Annual salary is just one component of Maximus's total compensation package. Other rewards may include short- and long-term incentives as well as program-specific awards. Additionally, Maximus provides a variety of benefits to employees, including health insurance coverage, life and disability insurance, a retirement savings plan, paid holidays and paid time off. Compensation ranges may differ based on contract value but will be commensurate with job duties and relevant work experience. An applicant's salary history will not be used in determining compensation. Maximus will comply with regulatory minimum wage rates and exempt salary thresholds in all instances.
