As an integral part of our Engineering & Sciences leadership team you will support Tactical Fighters business unit. You will provide both engineering functional leadership and technical project execution leadership while overseeing approximately 10-15 engineers and will report directly to the SEIT Manager 3. Individuals on the team work across several Baltimore, MD based programs.

The Manager Systems Engineering 2 will also be expected to perform productive (direct charge) work on programs in addition to functional management duties. It is anticipated that given the size of this section, the candidate will spend ~50%- 80% of their time on programs in a technical/leadership role, and ~20%- 50% of their time on the organization.

 This leader must be able to create a culture of well-being, inclusion and engagement that attracts, retains, and enables a high performing workforce.

Roles and responsibilities:

• Performs technical planning, system integration, verification and validation, cost and risk, and supportability and effectiveness analyses for total systems. Analyses are performed at all levels of total system product to include: concept, design, test, installation, operation, and maintenance.

• Ensures the logical and systematic conversion of customer or product requirements into total systems solutions that acknowledge technical, schedule, and cost constraints.

• Performs functional analysis, timeline analysis, detail trade studies, requirements allocation and interface definition studies to translate customer requirements into hardware and software specifications.

• Complete functional team’s performance appraisals, provide career growth counseling, and aid in goal definition. Provide staffing recommendations, review resumes, and participate in interviews

• The candidate should have a track record as an effective collaborator, communicator, and problem solver who is able to develop and maintain good working relationships with internal and external stakeholders

• Drive agility and operational efficiency in System Engineering and its associated processes and tools.

• Attract, develop, advise, assess, promote, and retain highly qualified engineering workforce.

• Managing team member performance, creating and delivering performance evaluations, overseeing the salary review process, and supervising employee development and mentoring efforts (including engagement strategies for higher performers and corrective actions for lower performers)

• Provide Engineering Integrated Product Team (IPT) leadership and perform/support risk development and management.

• Provide Control/Cost Account Management (CAM) support leveraging EVMS and agile project execution methodologies.

Basic Qualifications:

• Bachelor’s degree with 8 years of experience, a Master’s degree with 6 years of experience or a PhD with 3 years of experience in Science, Technology, Engineering or Mathematics or related technical fields.

• Must be a US Citizen

• A current/active DoD secret clearance is required and the ability to obtain Special Program Access (SAP) prior to start.

• Excellent leadership and interpersonal communication skills with the ability to interface with all levels of employees and management.

• Demonstrated leadership and managerial skills including team building and navigation, personnel - career development, technical and inter-personal problem resolution, work planning, and allocation.

• Demonstrated experience in systems engineering and/or requirements & verification

• Current, active Secret Clearance

• Excellent verbal and written communication skills.

Preferred Qualifications:

• Prior experience in System Engineering related to the development and delivery of US Army air defense command and control systems.

• Proven technical management experience preferably in either program IPT, R&D or Advanced Systems, technology, and/ or functional environments.

• Demonstrated behavior as a driver for change and continuous improvement.

• Previous Functional Management Experience.

• Ability to effectively interface with other Engineering and Production disciplines across the Sector as well as Programs, Business Development, HR, Mission Assurance, etc.

• Earned Value Management System CAM certification.

This positions standard work schedule is a 9/80. The 9/80 schedule allows employees who work a nine-hour day Monday through Thursday to take every other Friday off.  

Salary Range: $145,000 - $217,400
The above salary range represents a general guideline; however, Northrop Grumman considers a number of factors when determining base salary offers such as the scope and responsibilities of the position and the candidate's experience, education, skills and current market conditions.
Employees may be eligible for a discretionary bonus in addition to base pay. Annual bonuses are designed to reward individual contributions as well as allow employees to share in company results. Employees in Vice President or Director positions may be eligible for Long Term Incentives. In addition, Northrop Grumman provides a variety of benefits including health insurance coverage, life and disability insurance, savings plan, Company paid holidays and paid time off (PTO) for vacation and/or personal business.
