**Overview**
The Worker Safety and Health Division promotes a safe working environment for and "safety aware" attitude in all PNNL employees, visitors, vendors, and subcontractors. **Responsibilities**
Develops and implements programs, policies and procedures for hazard evaluation and monitoring to prevent or minimize staff exposures to chemical, physical, ergonomic and biological exposures that may result in occupationally-related illnesses and disease. Illustrative program areas include but are not limited to electrical, industrial hygiene, pressure, ventilation, human factors, chemical and biological safety, construction and commercial motor vehicle safety. The professional monitors potential hazards and assists in developing and implementing control strategies. Periodically reviews the organizations health and safety standards in accordance with OSHA and state regulations and contractual requirements. Ensures that quality control procedures are implemented according to applicable regulations. Maintains professional knowledge of existing and proposed changes in applicable health and safety regulations. Provides expert knowledge of diverse chemical, physical, ergonomic and biological hazards. Makes recommendations and presentations based on accepted industrial hygiene scientific methodology. Develops and conducts employee training, hazardous materials communications and quality assurance programs. Provides industrial hygiene leadership to the organization. Responsible for evaluating and approving material and equipment requisition, new and modified processes and non-routine work. Provides leadership to less experienced professionals through work assignments and mentoring and acts as a Team Lead or technical expert on projects.
This position is responsible for establishing the Laboratory's worker safety and health programs to assist line and operations management in ensuring a safe and healthy workplace is provided to all employees, visitors, vendors, and subcontractors of the Laboratory by performing the following duties:
+ Establishes systems to identify, evaluate, and control hazards in the workplace and provides direct technical assistance to those conducting work.
+ Interfaces directly with staff and management at all levels, and with external customers including DOE-PNSO line management and Environmental Safety & Health (EH&S) staff.
+ Responsible for ensuring programs are consistently rated "excellent" or "outstanding" by both internal and external customers.
+ Maintains balance between compliance, customer satisfaction and budget constraints.
+ Directly supervises Industrial Hygiene (IH) and Occupational Safety (OS) professionals in the development, implementation and assessment of Worker Safety & Health (WS&H) Programs designed to comply 10 CFR 851 requirements for worker protection.
+ Selects, trains, develops and coaches multidiscipline professionals engaged in the implementation of safety programs.
+ Provides oversight of subcontracted Medical Provider for Occupational and Personal Care Services.
+ Works collaboratively with Research and Facility Managers to understand applicably of external source requirements to PNNL R&D Operations and provide innovative solutions to protect workers and enable research.
+ Establishes internal processes and standards to producing accurate and defensible records as required by DOE Orders.
**Qualifications**
Minimum Qualifications:
+ BS/BA and 10 years work experience -OR-
+ MS/MA or higher and 8 years of experience
Preferred Qualifications:
+ Certification as an Industrial Hygienist, Safety Professional.
+ Project Management Professional (PMP) Certification
+ Demonstrated experience in the development, implementation and assessment of ES&H Programs in accordance with US Department of Energy Requirements.
+ Demonstrated experience in deployment of safety programs in a DOE/DOD Operations and/or Laboratory Environment
+ Effective oral communication and technical writing skills, as well as effective interpersonal and organizational skills.
+ Working knowledge of US Occupational Safety and Health Administration regulations and associated consensus standards.
**Hazardous Working Conditions/Environment**
+ Must be able to qualify as a Radiological Worker.
+ Work in laboratory, facility maintenance, and construction environments.
+ May work and collaborate with emergency response teams.

To obtain this credential, new employees must successfully complete and pass a Federal Tier 1 background check investigation. This investigation includes a declaration of illegal drug activities, including use, supply, possession, or manufacture within the last year. This includes marijuana and cannabis derivatives, which are still considered illegal under federal law, regardless of state laws.
