We are actively seeking an experienced Manpower Program Manager who will be primarily responsible for supporting the Air Force Life Cycle Management Center Propulsion Directorate (AFLCMC/LP) at Wright-Patterson AFB, Ohio.
The AFLCMC Propulsion Directorate, AFLCMC/LP, has the collective Air Force Materiel Command (AFMC) mission responsibility for developing, acquiring, testing, fielding, sustaining and modernizing leading edge propulsion systems through the life cycle management for the United States (US) war-fighter and international partners. In order to meet current and projected workload requirements in support of propulsion, the Government must augment its organic (military and civil service) capabilities at AFLCMC/LP with Advisory and Assistance Services (A&AS) support.
Responsibilities include, but are not limited to the duties listed below
- Assist with program management functions, processes and analytical methods to gather, analyze and evaluate data required by the directorate.
- Assist by drawing conclusions and devising courses of action to situations relating to organizational structures and resource requirements, utilization, or control/management.
- Provide assistance determining short-range and long-range functional manning requirements and methods to accomplish Directorate goals and objectives.
- Assist in the evaluation and analysis of the disciplines and related specialized skill requirements for changing programs and missions.
- Prepare and when required either assist or serve as the principle briefing representatives for the purpose of explaining human resource manpower issues.
- Assist in tracking personnel manning and in preparing organization charts.
- Apprise the Government human resource team(s) of the location of spreadsheets, databases, digital visualization materials and/or documentation generated in the performance of Manpower Program Manager and analyst support functions.
- Assist in evaluating and analyzing functional/non-functional military manpower data and organizational structures.
- Assist in the management of the individual mobilization augmentee, officer promotion, military assignment cycle, duty title/rater changes, professional military education and advanced academic degree programs for the directorate.
- Assist in updating/retrieving information in Command Human Resource Information System (CHRIS), RMIS, military personnel data system and directorate databases, included but not limited to SharePoint.
- Assist with briefing the monthly status information to the director.
- Assist as directorate alternate point of contact for FOIA and privacy act programs.
- Assist in evaluating and analyzing functional/non-functional manpower data and organizational structures.
- Assist in the management of the civilian performance management program, program resource viewer, applicable FMS Enterprise manpower studies/models which include, but are not limited to, acquisition & sustainment unit and new work programs for the directorate.
- Assist in gathering and studying manpower documentation and making recommendations where appropriate.
- Assist with SharePoint site development and maintenance.
- Assist in updating/retrieving information in CHRIS, RMIS, Defense Civilian Personnel Data System (DCPDS), Military Personnel Data System (MilPDS) and directorate databases, included but not limited to SharePoint, PowerBi, Tableau or comparable Digital Visualization tools.
- Assist with updating/creating directorate organization charts utilizing RMIS and other charting formats.
- Assist with briefing the monthly status information to the Director/Deputy Director/Division leaders.
- Grasp the overall FMS case development process; the Security Assistance Management Manual (SAMM); and policies, laws, and procedures that govern FMS manpower and manpower requirements.
- Aid in developing the Manpower Travel Data Sheet (MTDS) , and Security Assistance Defense Security Assistance Manpower System (DSAMS).. Assist with planning, organization, and control of FMS case requirements, as well as future sustainment support and policy.
- Provide support to establish and implement training to ensure all foreign military sales personnel understand the different categories of manpower and the importance of performing work in accordance with their position.
- Provide to establish and implement periodic training with pricing formats and knowledge of the SAMM and C9.T2 Tables, MTDS, and DSAMS to include troubleshooting, conveying US security assistance processes and procedures, and other associated details required to become proficient in FMS case execution.

- Provide support to Security Assistance Program Managers, line managers, and functional offices across all phases of the acquisition process and assist to provide insight into areas relating to manpower requirements. Help the FMS enterprise to ensure requirements are identified to provide initial support for LOA or LOA amendments or modification.
- Provide support at various meetings within the Continental United States (CONUS) relating to manpower requirements and provide recommendations to USG Personnel
Education, Requirements and Qualifications
- Clearance: Must have or be able to obtain and maintain a Secret security clearance
- Master’s or Doctorate Degree in a related field and ten (10) years of experience in the respective technical / professional discipline being performed, five years of which must be in the DoD
- OR
- Bachelor’s Degree in a related field and twelve (12) years of experience in the respective technical/professional discipline being performed, five of which must be in the DoD
- OR
- Fifteen (15) years of directly related experience with proper certifications, eight (8) of which must be in the DoD
Working Conditions and Physical Requirements
- May be required to lift 15 lbs.
- May be required to stand and walk two (2) hours a day
- Some travel may be required
