The Research Foundation for Mental Hygiene, Inc. is seeking a qualified candidate to fill the full-time position of Medicaid Outpatient Finance Manager at the New York State Office of Mental Health (OMH). The selected candidate will work in the Bureau of Medicaid State Plan Finance and Data Analysis within the Strategic Finance and Managed Care Group.
The Medicaid Outpatient Finance Manager should have superior analytical and communication skills (both written and verbal) with the ability to present information to interested parties with varying backgrounds. The candidate must have the ability to think creatively and strategically. The candidate must be able to work independently and take initiative, as well as work in a team environment. The position requires simultaneously managing multiple tasks and projects, engaging diverse audiences, and communicating complicated concepts. The Medicaid Outpatient Finance Manager must show strong attention to detail and problem-solving skills.
RESPONSIBILITIES INCLUDE BUT ARE NOT LIMITED TO:
- Lead a team consisting of budget and fiscal analysts tasked with developing new and restructured reimbursement strategies, protocols, and rates.
- Review, evaluate and respond to proposed changes in Medicaid policy.
- Oversight of multi-million-dollar contract related to reimbursement and policy development of behavioral health services.
- Receive and respond to technical and policy issues and questions regarding Medicaid reimbursement for behavioral health services, coordinating with OMH staff to assure accuracy and completeness of the responses.
- Train and assist providers regarding the regulatory, technical and policy related aspects of program operation and Medicaid claiming.
- Monitor compliance with billing standards and maintain quality assurance.
- Ensure ongoing staff development and cross training to ensure an integrated understanding of the Medicaid policy, edits, and technical specifications.
- Extract and compile information from multiple data systems.
- Design, construct, analyze, and document complex data marts containing netted Medicaid claims.
- Collaborate with OMH and consultant information technology staff to develop, coordinate, assist, and implement new system enhancements.
MINIMUM QUALIFICATIONS
- A Master's degree or higher from an accredited college in Insurance Management, Finance, Business Administration, Computer Science, Economics, Public Policy, or a closely related field. AND at least three (3) years of experience in one of the fields listed above or a closely related field OR
- A Bachelor's degree in one of the above fields, or a closely related field AND at least five (5) years of experience in one of the above fields or a closely related field.
PREFFERED QUALIFICATIONS
- Relevant working experience in the behavioral health field.
- Experience working with large sets of complicated data.
- Experience in working with NYS Medicaid data.
