Medical Director - Ponca Tribe of Nebraska

Summary:

The Ponca Tribe of Nebraska is a federally recognized Tribe with its ancestral homeland located in Niobrara, NE. The Tribe does not have a reservation in the classic definition; rather, the Ponca Restoration Act defined its jurisdiction as a 'Service Delivery Area' comprised of 15 counties throughout parts of Nebraska, Iowa, and South Dakota. Within its Service Delivery Area, the Tribe offers a broad range of health, social, educational, and cultural services.

Under general supervision of the Chief Executive Officer and in collaboration with the Executive Team, the Medical Director develops, implements and evaluates medical practice delivery model in accordance with the goals and mission of the Ponca Health Services. The Medical Director participates in the administrative functions that directly impact the quality of care given and collaborates with the Executive Team in overall planning.

Essential Responsibilities and Duties:

1. Member of the credentialed medical staff and actively participates in regular patient care in all Ponca Health Services clinics appropriate to medical specialty and granted privileges.
2. Works with the Chief Executive Officer, Chief Operating Officer, and other key staff members with full participation in management discussions, decisions, policy making and supervision related to clinical services
3. Ensures implementation and compliance with staff credentialing, quality assurance, self- inspection, and preparation for demonstration of compliance with invited or required external certification and regulatory compliance with government programs.
4. Provides direct supervision for healthcare providers (physicians and advance practice professionals). In some cases, acts as the supervising and/or collaborating provider for advanced practice professionals.
5. Assists in the recruiting process of physicians, advanced practice professionals, and other clinical program staff.
6. Provides input to the executive staff and oversight of the clinical staff to meet Quality Assessment and Improvement/Risk Management Plan requirements. Implements associated policies in the medical clinics.
7. Recommends medical priority levels for expenditure of Purchase Referred Care funds, monitors quality of care provided and makes medical priority determinations on all individual referrals.
8. Establishes or approves work schedules for credentialed providers and determines individual or group assignments.
9. Conducts meetings and conferences with subordinate supervisors and staff to explain work requirements.
10. Contributes to the strategic development of Ponca Health Services, in collaboration with other management and executive staff;
11. Performs other job-related duties as assigned.

Relationships and Authority:

This position supervises healthcare providers to include physicians and advanced practice professionals.

Working Environment and Physical Demands:

1. This position is located in professional office environment with duties in a medical/clinic
2. Work may be stressful due to continual interaction with others.
3. Occasional evening, weekend and overnight work may be required.
4. Travel may be required to office sites.

Qualifications:

Tier One Minimum

1. . Graduate of an accredited school for advance practice nursing or physician assistant.
2. Board certified/eligible in a specialty recognized by the American Board of Medical Specialties, National Organization of Nurse Practitioner Faculties, or National Commission on Certification of Physician Assistants
3. Hold an unrestricted APRN license in a state/territory of the United States
4. Eligible for an unrestricted DEA registration for prescription of controlled substances
5. Three years of clinical experience following residency, nurse practitioner, or physician assistant school
6. Prior experience in a clinical leadership role
7. Proficiency in one or more Electronic Medical Record systems;
8. Computer proficiency in Microsoft Word, Excel, PowerPoint or equivalent applications;
9. Excellent written and oral communication skills;
10. Valid driver's license and be insurable;
11. Successfully pass drug and alcohol testing, motor vehicle, education, character, criminal, and medical practice background checks; and
12. Able and willing to travel.

Tier Two Minimum

1. All tier one minimum qualifications listed above
2. Graduate of a school of medicine accredited by the Liaison Committee on Medical Education or have certification by the Education Commission for Foreign Medical Graduates as an international medical graduate
3. Hold an unrestricted medical license in a state/territory of the United States

Preferred

1. Three years' experience in a leadership role in a medical clinic or health system
2. One year experience in a patient-centered medical home or community health center context
3. One year experience working with Native Americans or Native American organizations and knowledge and understanding of Public Law 93-638: Indian Self-Determination Act and Indian Health Services.

Preference will be given to Ponca Tribe of Nebraska members or members of a federally recognized tribe. However, all qualified individuals are eligible.
