About the Job
The Mental Health Quality Improvement (QI) Specialist is a member of the Adult Mental Health Services team in the Allegheny County Department of Human Services (DHS), Office of Behavioral Health (OBH). The primary role of the MH QI Specialist is to ensure the overall quality of service provision by providers of Adult Mental Health Services contracted with OBH.
DUTIES AND RESPONSIBILITIES:
QUALIFICATIONS:
Minimum of a Bachelor’s degree in social work, psychology, or related field. Must have a minimum of 2 years of experience working with persons who have a mental illness and or intellectual disability.
DUTIES AND RESPONSIBILITIES:
- Provides input to the OBH Adult MH team, providers of mental health services and the regarding identified system and team issues, concerns, trends, and areas identified for improvement.
- Assist in creating, improving, and implementing action plans and standardized tools used by OBH to monitor and support MH programs, services, and service users.
- Assists OBH staff and other stakeholders with implementing quality improvement recommendations to providers of Adult MH services.
- Provides oversight, ensures quality of services and fulfills reporting requirements for the federal grant known as the Projects for Assistance in Transition from Homelessness (PATH)
- Facilitate and attends meetings with service providers and staff, the Behavioral Health Managed Care Organization and other stakeholders to review quality of provider operations and service delivery; providing technical assistance to provider staff, as needed.
- Conduct investigations and follow-up on complaints and inquiries directed to OBH from the public, service users, DHS Director’s Action Line, the National Alliance on Mental Illness Consumer Action and Response Team (CART), and the Community Hospital Integration Projects Program (CHIPP).
- Advocate for service users so that they receive proper and fair treatment.
- Utilizes data to help inform changes needed to transform the behavioral health system.
- Facilitate access to needed services for individuals with complex or complicated situations.
- Provide administrative support to client advocacy groups such as Consumer Support Program and Community Care Behavioral Health Member Advisory Board with their efforts to improve the quality of the mental health system.
- Act as liaison for consumer advocacy groups board members.
- Participates and directs delegated special projects.
- Assist in the monitoring of mental health services conducted by providers; providing technical assistance; participate in State and County licensing reviews as needed.
- Other duties as necessary.

- Must be detail oriented.
- Able to multitask, prioritize and execute tasks.
- Proficient with Excel, Outlook and other Microsoft Office products.
- Experience working in a team environment.
- Ability to work independently.
- Basic knowledge of the adult mental health system
- Experience in interpreting, analyzing, and tracking data and trends for the purpose of problem-solving and program improvements.
- Possess Act 33 and 34 Clearances.
- Have a valid Pennsylvania Driver’s License and access to a vehicle.
- Full time position requiring 38.75 hours per week.
