About the Job
The National Ground Intelligence Center (NGIC); Facilities, Infrastructure, Characterization, and Analysis (FICA)s mission objective is to provide timely, accurate, and actionable all-source intelligence analysis specifically tailored to target development requirements within the context of the FICA mission, Multi-Domain Operations (MDO), and Great Power Competition (GPC), with a particular emphasis on hard targets. The aim is to identify, analyze, and prioritize hard targets to support NGIC's efforts to enhance national security and enable decision-making processes. Additionally, the objective includes a strategic imperative to leverage intelligence insights to generate effects against hard targets, aiming to disrupt adversary operations, degrade capabilities, and enhance the overall effectiveness of U.S. military operations and strategic deterrence efforts.
The contractor shall appropriate systems, tools and access to query, scrape, organize, and analyze various sources of data and information. Incorporate findings and analysis into appropriate analytic production to support and enable target analysis, vulnerability identification and assessments, and opportunities analysis. All-Source requirements are expected to evolve over the course of the contract performance due to changes to policy, discovery/innovations in technologies, and mission requirements; however, at a minimum, the FICA Government requires:
Responsibilities
- Meet Analytic Integrity & Standards (AIS), including Intelligence Community Directive (ICD) 203 (Analytic Standards) and ICD 206 (Sourcing Requirements for Disseminated Analytical Products) when appropriate with reporting criteria IAW CDRL A005 and A006.
- Research, analyze, and provide professional intelligence assessments that support tactical, operational, or strategic goals of customers. The Government will identify what production shall fall under Formal and Non-Formal formats.
- Incorporate appropriate intelligence analysis considerations as they related to targeting support to enable collections and operations.
- Target facilities to identify accesses and vulnerabilities to enable collections and operations.
- Write Source Directed Requirements (SDR) and HUMINT reporting evaluations and communicate intelligence requirements to collection managers and data scientists.
- Conduct all-source analysis using multi- intelligence information from multiple sources to assess, interpret, forecast, and explain a range of national security issues and developments that are regional or functional in nature.
- Provide all-source analytic support to collections, operations, investigations, and other defense intelligence analytic requirements.

- Consolidate analysis from other intelligence disciplined analysts for inclusion in a comprehensive product.
- Conduct all-source cyber intelligence analysis of geographical areas, objects, networks, and persons using cyber tools, SIGINT databases, methodologies, spatial-temporal data, collateral telemetry data, and open-source intelligence.
- Provide insight and analysis of the physical, logical, and personal layers of the cyber environment using the Open Systems Interconnection (OSI) model;
- Expertly use classified and open-source cyber tools to conduct open-source intelligence collection;
- Coordinate analysis with other intelligence disciplined analysts to ensure comprehensive intelligence production.
Qualifications
- MANDATORY: Top Secret/Sensitive Compartmented Information Security Clearance
- 10 years of experience in the specific labor category, may be substituted for a Bachelors degree
- Minimum 6 years of experience conducting analysis within the last 2 years.
- Education: Bachelors degree in a related area
