JOB ASSIGNMENT: This full-time position follows a regular Monday through Friday (37.5 hours per week) work schedule with the opportunity to allow a hybrid work schedule consisting of three (3) days in-office work at the Center for Schools and Communities office located in Camp Hill, PA location and two (2) days telework from home and/or approved off-site locations. In addition, face-to-face interaction with clients, meetings and trainings may be required on days deemed as teleworking days. Certain requirements, based upon CSIU telework policy and administrative regulations, must be met. The CSIU has the right to cancel or suspend the employee teleworking privileges at any time, for any or no reason due to the requirement of the CSIU and client needs.
ORGANIZATIONAL RELATIONSHIP: The Migrant Education Family Engagement Coordinator reports directly to the Youth Development Program Manager and in their absence to the Center for Schools and Communities (CSC) Assistant Director
JOBDEFINITION: The Migrant Education Family Engagement and Special Projects Coordinator’s responsibilities include technical assistance in building effective family engagement strategies that help to improve academic achievement among Migrant Education students. The work focuses on improving family engagement in and out of school, training parents about their rights and responsibilities and facilitating the state and regional Migrant Parent Advisory. Council/Parent Groups. This position is also responsible for carrying out special projects as outlined below.
ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Project Development and Planning:
- Work with Migrant Education staff to develop annual work plans, project actions plans and timelines.
- Work with team members to develop resources and informational and promotional materials.
- Conduct on-going research of best practices and model programs in related areas.
- Develop and deliver site-based or virtual workshops, trainings, and conference presentations
- Project Coordination and Implementation:
- Coordinate statewide program activities including implementation of trainings, workshops and conferences, provision of technical assistance and preparation of regular correspondence to the field.
- Conduct quality assurance site visits to assist local project areas in improving family engagement strategies.
- Coordinate the distribution of project information and resources to constituents in the field.
- Coordinate program activities for statewide initiatives as assigned and funding sources allow.
- Plan and coordinate the delivery of Summer STEM Residential Camps for middle school and high school migrant students. Ensure effective coordination and delivery, including student selection, reviewing curriculum, and being on-site to monitor both weeks of camp.
- Coordinate the participation of migrant parents at state conferences.
- Liaison Services:
- Develop and maintain contacts with appropriate CSC staff, other service agencies and other related CSC programs
- Work closely with partner agencies, local schools, regional service providers, and appropriate Pennsylvania state level departments to coordinate the implementation of high-quality programs intended to fill identified gaps in the migrant communities.
- Attend internal staff meetings, conferences and workshops related to project implementation and assigned duties.
- Data Collection/Evaluation:
- Work closely with the MEP Technology Support Team, AIU3, and other identified partners to determine data collection needs, research-based educational practices and evaluation tools for the development of education programs.
- Assist with data collection and processing.
- Assist with preparing reports as required including monthly and annual reports to Pennsylvania Department of Education (PDE).
- Participate in the Comprehensive Needs Assessment Committee and any assigned workgroups.
- Information Processing:
- Review and distribute regulation directives and other information pertinent to project operations.
- Prepare monthly, quarterly and annual reports on project activities.
- Research and prepare correspondence and informal bulletins for local and statewide programs.
- Maintain regular contact with statewide programs through correspondence, telephone conversations, email and site visits.
- Prepare site visit reports and other reports as needed.
- Assist in the identification and maintenance of resource materials for use by grantees.
- Inter-project Coordination:
- Assist in coordinating CSC projects to facilitate resource sharing and availability of services.
- Work closely with the Inspire and Innovate the Migrant Parent Action Coalition (IMPACT) to optimize the use of resources developed for participating MEP states.
- Collaborate with the Mid-Atlantic Equity Consortium (MAEC)
- Partner with Pennsylvania’s Strengthening Families Initiative and implement Protective Factors.
NON-ESSENTIAL DUTIES AND RESPONSIBILITIES:
- Other duties as assigned by immediate supervisor or designee.
EDUCATION, EXPERIENCE, AND SKILLS REQUIRED:
- Minimum requirements are a Bachelor’s degree in education or a related social science and a minimum of five (5) years of related experience. A Master’s degree is preferred.
- Bilingual in both the English and Spanish languages required.
- Excellent interpersonal, verbal and written communication skills.
- Ability to work with individuals from diverse communities and cultural backgrounds.
- Excellent communication and interpersonal skills with students, parents, teachers and principals.
- Knowledge of parent education and support programs.
- Knowledge of course requirements for graduation, college entrance requirements and scholarship applications.
- Extensive knowledge of parent engagement in community and/or school settings. (Prior experience working with public schools, particularly Title I schools, English as Second Language (ESL) and migrant programs, understanding of family support principles and engagement continuum, parent or family leadership and collaborative systems work is an advantage.)
- Ability to conduct needs assessments, data analysis and write reports.
- Ability to prioritize and organize multiple activities.
- Ability to work independently and willingness to be a team player.
- Ability to develop and maintain positive relationships with colleagues and clients both internal and external.
- Intermediate computer literacy including: customer relationship management (CRM) tools, word processing, database entry and manipulations, internet searches, online training tools, and developing PowerPoint presentations.
- Group facilitation/training skills (understanding of and appreciation for adult learners and variety of learning styles).
- Experience in curriculum or workshop training development.
- Computer experience with Microsoft Word, Excel, Outlook, data entry, email and experience managing file sharing with Google Drive.
- Adept at using virtual meeting platforms such as Skype, Zoom and Microsoft Teams.
- Excellent organizational and time management skills to prioritize the task based on project deadlines. And must be able to type accurately and maintain a high level of productivity.
- Must have ability to communicate and work effectively with colleagues, co-workers, community agency personnel, and students/trainees.
- Requires the ability to develop and maintain positive and collaborative relationships using tact and diplomacy and to remain calm in unpredictable situations.
PROFESSIONAL DEVELOPMENT REQUIREMENTS:
- Attend all required meetings, and trainings to maintain accurate and current knowledge and skill sets related to programming.
- Attend relevant conferences, trainings, and in-services to maintain and enhance professional development as recommended by the immediate supervisor or required of the position.
ADDITIONAL ELIGIBILITY QUALIFICATIONS:
- Current, approved Act 34 (PA State Police), Act 151 (PA Child Abuse Registry) and Act 114-FBI Fingerprint clearances are required and must be renewed at appropriate, specific intervals pursuant to Act 153 of 2014 (revised Act 15 of 2015).
- Current, approved Act 126 Mandated Reporter Training certificate showing completion of a minimum of three (3) hours training every five (5) years.
PHYSICAL REQUIREMENTS:
- Ability to drive extensively within Pennsylvania and occasionally to travel outside of Pennsylvania.
- Sedentary: Able to sit for extended periods of time, occasional walking, standing (as necessary) and able to lift and carry up to 25 pounds.
- Dexterity: Finger movements (computer keyboard, calculator), eye-hand coordination (office equipment, etc.).
- Audio-Visual Requirements: Within normal range with or without correction.
- Is able to move throughout all buildings, floors and grounds.
- Worksite Environment: Primarily indoors-office setting with occasional exposure to outdoor elements/climate during the day.
- Mental demands: Steady response to unpredictable situations, ability to remain calm and productive during stressful situations. Demonstrates independent judgment, discretion and is able to manage multiple projects and deadlines.
- Ability to travel to various work site locations and meetings as needed.
TIME AND SITE REQUIREMENTS:
- This is a full-time exempt position following a 12-month, 260-day schedule.
- Frequent overnight travel for site visits, meetings and trainings.
- Attendance at work is a requirement of this position; any and all absences must be approved by the immediate supervisor.
