Position #/Title:
Mission Operations Group Manager/Deputy Program Manager — Cavalier Space Force Station, North Dakota
Relevant Experience:
? Minimum of three years' experience with large ground-based phased array radars. Three years' experience with comm-electronics maintenance management under Government contracts. 3 years hands-on experience at large ground-based radar sites managing operations and maintenance activities
Relevant Education:
? Bachelor’s Degree in electronics or technical discipline or equivalent experience
? Equivalent experience is defined as five years of demonstrated successful performance in the management of operations and maintenance of comm-electronics systems
Certifications/Licensing:
? Successful completion of the following certification programs: Information Assurance Technical (IAT) Level II certification
? Maintain certifications as described in DoD 8570.01-M
? Knowledge/experience of DoD Information Assurance requirements/processes is preferred
? Complete Block I (Gen Supply Function), Block IIA (Bench Stock Management), IIB (Repair Cycle) & Block III (Equipment Custodian) and Item Unique Identification (IUID) Training
Responsibilities:
? Directly responsible for planning, directing, scheduling, organizing, coordinating, controlling and executing all Mission System and Communications-Electronics (C-E) Operations & Maintenance actions to maintain PWS established equipment operability, security and availability
? Ensures effective utilization of manpower, money, material, and standardization of the maintenance management organization at the site. Monitors site performance to ensure maintenance is being accomplished in an effective and efficient manner and that the contractor-controlled availability rates exceed PWS requirements. Provides for off-site equipment repair and calibration. Advises and obtains the approval of the Unit Commander, or designated representative, before scheduling any outages to site facilities
? Ensures that corrective action is taken in resolving equipment deficiencies and that action is documented, reported, and records maintained
? Ensures that sufficient material resources, including spares/ components, tools, test equipment, technical data, support equipment and funds, are justified, authorized, and available to support mission requirements
? Ensures all qualification and training requirements are met. Performs other duties not limited to general housekeeping, safety and environmental practices, maintains data/logs/files, complies with security policies, PWS directive publications, completes ancillary training and participates in exercises
? Ensure technicians updates and maintain all provided technical orders to ensure they are useable
? Manages the Mission System Radar Analysis team
? Make all information and documentation generated in performance of PWS requirements available to the Government and maintain all Government records in the format provided. Provide electronic reports to the Government
? Oversees the maintenance of all assigned equipment IAW TOs or commercial manuals when TOs are not available
? Coordinates technical assistance and advice to all other Contractors or Government agencies to support design, development, and installation of new facilities, systems, or equipment
? Ensures individual training records for all personnel are complete at contract start and make the records available to the Government upon request
? Provides oversite for initial and proficiency training program for MWOC Support Technicians (MSTs)
? Maintain certifications IAW DoD 8570.1-M and a security clearance IAW DoDM 52000.02 and AFMAN 16-1405, Section 3.2 Table 2 for employees with elevated privileges
? Provides Top Secret (TS)/SCI cleared primary and alternate representatives to support the Sensitive Compartmented Information (SCI) Facility (SCIF)
? Provides oversight of maintenance and modifications of SCIF terminals, equipment and cabling/connections to the Joint Worldwide Intelligence Communications System (JWICS) node/demarcation point
? Manage the organizational level maintenance and all authorized intermediate- and depot-level maintenance
? Perform the Alternate Unit Control Center Representative assignment (See PARCS Additional Duties Tab)
? Perform the Primary Emergency Operations Center Representative (See PARCS Additional Duties Tab)
? Perform the Primary 10 SWS Cybersecurity Awareness and Assistance Program POC (See PARCS Additional Duties Tab)
? Perform the Primary Cybersecurity Awareness and Assistance Program (CSAAP) POC for the Communications System (See PARCS Additional Duties Tab and PARCS - System Administrator / Cyber Security Position Assignment Tab)
? Comply with Cavalier SFS plans, policies, and procedures, generate and maintain all Government records in the format provided. Provide electronic reports to the Government
? Apply industry standards and commercial best practices, in the absence of directive technical orders and publications. Comply with local, state, and federal statutes
? Safeguard all assets and information and follow Industrial, Physical and Operational Security requirements
? Provide escort support for personnel without unescorted entry authorization that are performing contracted functions
? Complete the following web-based training within the first three months of arrival and on an annual basis thereafter: Force Protection, and Cybersecurity and Awareness Program
? Complete all local procedure training at contract start and on an annual basis thereafter
Clearance Requirements:
- Currently hold or be able to obtain and maintain the proper US DoD issued security clearance, which requires US Citizenship. Security clearance eligibility may be discussed during the interview phase.
- Employment and start date is contingent upon the candidate receiving the required US DoD issued interim security clearance.
