Planner II: Performs planning and programming activities in support of management-related programs and/or transportation projects. Work requires contact with departmental managers, high-level executives, governmental/university officials and/or private entities. Employees at this level perform work independently on assignments; however all unusual issues are referred to the supervisor. Planner III: Performs complex planning and programming activities in support of management-related programs and/or transportation projects. Work requires contact with departmental managers, high-level executives, governmental/university officials and/or private entities. Employees at this level establish their own work plan and priorities to meet set objectives. Issues are rarely referred to the supervisor but are handled at the occurrence. Planner IV: Performs complex planning and programming activities in support of management-related programs and/or transportation projects. Work requires contact with departmental managers, high-level executives, governmental/university officials and/or private entities. Employees at this level are virtually self-supervising and assume direct accountability for the work product.Essential Duties:Planner II: Performs routine planning and programming activities in support of management-related programs and/or transportation projects.Reviews and prepares correspondence, reports, studies, briefings, and presentations. Assists others on planning projects involving districts, divisions, various public transportation interests, research endeavors with universities, other agencies and/or local, state, and federal agencies. Reviews and supports the development and execution of transportation analysis or planning research. Supports research and analysis of local, state, and national trends, policy issues and/or proposed legislation to determine impact and makes recommendations. Supports work to evaluate plans and related documents to ensure compliance with applicable state or federal requirements and conformance to acceptable professional standards. Stays abreast of transportation industry changes and requirements, policies, procedures, and legislation. Works with consultants, vendors, and other entities. Performs other job responsibilities as assigned. Planner III: All the Above and:Performs complex planning and programming activities in support of management-related programs and/or transportation projects.Reviews and prepares correspondence, reports, studies, gives briefings, and makes presentations regarding program activities. Analyzes departmental needs, changes and enhancements, and makes recommendations. Coordinates planning projects involving districts, divisions, various public transportation interests, research endeavors with universities, other agencies and/or local, state, and federal agencies. Provides technical direction for the development and execution of transportation analysis or planning research. Researches and analyzes local, state, and national trends, policy issues and/or prioritizes proposed legislation to determine impact and makes recommendations. Reviews and evaluates plans and related documents to ensure compliance with applicable state or federal requirements and conformance to acceptable professional standards. Planner IV: All the Above and Coordinates analysis activities and monitors state and federal transportation related issues potentially having a broad impact on departmental activities and develops or oversees development of assessment reports. Develops and implements short and long-range local and statewide plans and projects. May serve as a lead worker.
