Job Summary
The Natural Resources Analyst and Administrative Assistant utilizes the United States Environmental Protection Agency (EPA) and Wisconsin Department of Natural Resources (WDNR) State Standards and survey techniques for aquatic ecosystems and animal communities, including fisheries.
Perform Administrative tasks such as customer service responsibilities in-person, telephone, and electronic communication with citizens, employees of local governments within Ozaukee County and surrounding regions.
Essential Functions and Responsibilities
The following duties are primarily performed and are essential for this position. Employees are expected to be able to perform each of these job duties satisfactorily and successfully with or without reasonable accommodations to be qualified for the position. 20% Water Quality Data Analysis and Technical Reporting:
Data entry, analysis, and reporting of collected discrete and continuously collected water quality and associated variables (i.e. water temperature, dissolved oxygen, pH, total dissolved solids, E. coli, phosphate, chloride, etc.). Extensive technical report writing, prepares data to share with partnering agencies; maintains current knowledge of local and published primary literature and datasets; field data sheet and electronic data management forms; organization of data sets. Aids in the analysis of aquatic ecosystem potential and determines appropriate future restoration projects.
20% Customer Service, Organization, and Associated Tasks:
In-person, telephone, and electronic communication with citizens, member of local municipalities, and employees within the Ozaukee County system. Coordinates with the County Clerk’s office. Sells golf course gift cards and disc golf annual passes. Coordinates and implements administrative support for the golf course pro shops and maintenance. Coordinates with local groups for reservations and representation at community events, including NPOs. Writes and sends tax letter documents, sends documents on behalf of the department. Provides administrative support to various Committees and associated Councils (Trial Advisory Council, Interurban Trail, Historic Society). Assists with and takes lead on local fundraising campaigns for specific projects. Organizes and manages the Department’s annual deer hunting permits for Lion’s Den. Provides weekly activity and task reporting. Makes purchases for the various Department divisions. Trains interns on office-related tasks.
20% Financial Management and Reporting:
Processes invoices, purchases, contacts and negotiates with vendors, and deposits, monitors expenditures and revenue for the multiple divisions within the Department. Coordinates with Treasurer and Finance Departments regarding reconciliation of bank accounts, prepares statistical data, and financial reports. Maintains up-to-date databases regarding grant funding and revenue across the Department’s multiple divisions. Manages reservations for the Planning and Park department. Prepares and submits financial summaries for related organizations (Ozaukee Interurban Trail) or government programs (Fuel Tax Refund, Fuel Usage Reporting).
10% Grant Writing and Associated Reporting:
Grant proposal and report writing and revisions. Data entry, organization, analysis, and technical writing to report on federal, state, local, and private foundation grants. Identifies funding sources that are applicable to further the Department’s mission.
10% Larval Fish Trapping/Monitoring:
Constructs and repairs box-style larval traps; fish, aquatic, and semi-aquatic animal identification; field data sheet and electronic data management forms; measures water quality parameters; data collection, entry, and analysis; prepares data to share with partnering agencies and uploads to the WDNR SWIMS database; organizes field data sheets; trains interns on procedures and identification. Demonstrates fish passage and natural fish species reproduction within tributaries to Lake Michigan, the Milwaukee River, and the Menomonee River.
7% Instream and Riparian Habitat Assessments:
Qualitative and quantitate measurements of fish habitat within a stream system that is associated with the current (and predicted, with enough baseline data) migratory and resident fish community assemblages; enters data and analysis; prepares data to share with partnering agencies; assists in the determination of beneficial aquatic restoration projects; technical reporting and maintains current knowledge of local and published primary literature and datasets; field data sheet and electronic data management forms; trains interns on procedures and identification. Aids in the analysis of aquatic ecosystem potential and determination of appropriate future restoration projects.
7% Electrofishing Surveys:
Conducts fish community surveys using a backpack or barge electrofishing units; captures fish, identifies species, and measures when applicable; data entry, analysis, reports, and maintains current knowledge of local and published primary literature and datasets; field data sheet and electronic data management forms; organizes data sets; prepares data to share with partnering agencies and uploads to the WDNR SWIMS database. Aids in the analysis of aquatic ecosystem potential and determines appropriate future restoration projects.
3% WDNR Snowmobile Trail Grant Coordinator:
Leads the coordination and implementation of financial management, administrative support, and grant reimbursement between the WDNR and multiple Ozaukee County Snowmobile clubs.
3% Graphic Design:
Creates advertisements for Department fundraising and promotions, updates logos. Contributes to the website and social media presence. Creates and edits promotional flyers, brochures, and educational signage for use at public events and public displays.

Minimum Education Qualifications
Education and/or Experience Requirements:
- Bachelor’s degree required from an accredited college or university in public administration, business, finance, environmental science, engineering, fisheries, biology, applied ecology, geography, planning, GIS or a closely related field. Master’s degree preferred.
- One to three years of progressively responsible work experience in public administration, business, finance, environmental science, engineering, fisheries, biology, applied ecology, geography, planning, GIS or a closely related field along with progressive experience in public relations, communications, and work with government agencies.
- Driver’s License required.

- Working knowledge of government agencies, non-profit organizations and other community groups.
- Ability to establish and maintain effective working relationships.
- Ability to implement a project, including evaluation, design, communication and training.
- Ability to communicate effectively, both orally and in writing. Excellent communication skills.
- Ability to work effectively with the general public, interest groups, non-profit organizations and Committees.
- Ability to work in a collaborative in a team environment and problem solve complex tasks efficiently.
- Ability to work on tight timelines with deadlines.
- Ability to be flexible, multi-task, manage schedules, and change priorities based on direction.
- Surveying experience and ability to use a GPS unit.
- Ability to teach and train staff.
- Ability to prioritize, work and manage time with minimal day-to-day supervision.
- Ability to analyze complex data, conduct statistical analysis, evaluate data and systems, and make recommendations for implementation.
- Background in financial management, invoice processing, payments and other financial procedures.
Physical Requirements
- Frequent standing, walking, reaching, twisting, bending, sitting and crouching.
- Ability to lift up to 50 lbs.
Work Environment
- Work is performed in an office environment as well as in outdoor weather conditions.
- Occasional loud noise, electrical, chemical and gas and physical hazards, as well as irritated or agitated individuals.
- May have to work alongside moving traffic.
