Job Description
The Naval Spent Fuel Handling (NSFH) Facility Compliance and Operations (C&O) Subdivision provides compliance (Quality, Safety and Environmental) oversight, line-approval and/or liaison services associated with the construction of the Spent Fuel Handling Recapitalization Project (SFHP) facility.
The C&O Subdivision manager also serves as the NNL representative on the Joint Construction Group (JCG). The JCG is a three-person council for compliance and other major risk-based issues associated with SFHP facility construction. The other two members of the JCG are a senior leader from the Engineering, Procurement, and Construction Management (EPCM) contractor and the NR Construction Oversight Group.
The C&O Subdivision coordinates major cross-functional initiatives and responses to major project issues. Extensive interface with all levels of NNL, Government, Fluor Corporate, and NR leadership will be required.
Required Combination of Knowledge and Skill
Preferred Skills
Leadership experience with compliance disciplines, familiarity with the Naval Reactors Program operational Joint Refueling or Joint Testing Group models, and large project / initiative management across stakeholder organizations are required. Strong communication and presentation skills are a must. The ideal candidate must also demonstrate flexibility with approaches to providing compliance leadership and oversight within a complex model.

Pay Range
Salary information provided is a general guide line only. Annual salary is based upon candidate experience and qualifications, as well as market and business considerations
The Naval Nuclear Laboratory is operated for the U.S. Department of Energy (DOE) by Fluor Marine Propulsion, LLC (FMP), a wholly owned subsidiary of Fluor Corporation. Naval Nuclear Laboratory personnel are FMP employees who work at four DOE facilities: Bettis Atomic Power Laboratory, Knolls Atomic Power Laboratory, Kenneth A. Kesselring Site, and Naval Reactors Facility, and at the U.S. Department of Defense-owned Nuclear Power Training Unit-Charleston. FMP employees also have an established presence at numerous shipyards and vendor locations. For nearly 70 years, the Naval Nuclear Laboratory has developed advanced nuclear propulsion technology, provided technical support, and trained world-class nuclear operators to ensure the safe and reliable operation of our nation's submarine and aircraft carrier Fleets.
