Seneca Global Services, LLC is seeking a Network Architect who will support the client's IT infrastructure design activities required during the IT modernization program lifecycle. The successful candidate will be part of a dynamic agile team collaborating on technical oversight deliverables, technical decision support, and facilitation tasks to assist the IHS Division of Health Information Technology Modernization and Operations (DHITMO) leadership and staff.
This is a remote role.
Responsibilities include, but are not limited to:
- Design and oversee the implementation of scalable, secure, and efficient solution architectures for IHS's diverse technology needs, with an emphasis on Microsoft Azure cloud-based solutions
- Discover, capture, and analyze current-state infrastructure-related artifacts, including system views, network diagrams, hardware configurations, data/interface standards, ports, and protocols, and interface control documents (ICDs)
- Ensure all solutions and technical practices adhere to strict government health care compliance policies and regulations
- Collaborate with multiple vendors on innovative solutions in areas such as IoT, medical device management, mobile applications, and web-based systems to enhance patient care and administrative efficiency
- Establish enterprise practices for configuration management, testing protocols, and documentation standards
- Conduct and lead Analysis of Alternatives (AoA) studies to resolve issues with infrastructure design proposals
- Mentor and provide technical and professional guidance to other team members, fostering a culture of innovation and continuous improvement
- Collaborate with cross-functional teams to align technology design decisions with the needs of clinical, operational, and business stakeholders
Basic Qualifications:
- Ability to thrive in a dynamic and diverse team environment that requires trust, initiative, creativity, respect, and strong problem-solving skills
- Excellent facilitation, and organizational skills: expert with M365 Outlook/Teams applications and add-ins; able to articulate intent, frame and focus discussions, set priorities, maintain group engagement
- Proven ability and willingness to learn new technologies, strong problem-solving skills with ability to proactively identify alternate solutions to overcome difficult technical challenges
- Strong communication skills with the ability to visualize and explain complex technical concepts to non-technical stakeholders; proficient in technical writing
- Familiarity with IT program management responsibilities in a government acquisition setting
- Knowledge of general networking concepts and on-premises virtualization technologies, including: TCP/IP, DNS, VPNs, firewalls, encryption technologies, VMs, virtual networking, virtual hard disks
- Experience with network engineering and network security architecture solutions, including: routing, subnetting, VPNs, firewalls, traffic management, boundaries and accreditation zones, TIC 3.0, micro segmentation, software-defined networking (SDN); Prisma, FastConnect, MPLS; other regionally disparate and low/no-bandwidth solutions from Verizon, StarLink, AT&T
- Familiarity with Azure services and hybrid networking connections, particularly: Azure Virtual Network, VPN Gateway, Load Balancer, and Network Security Groups (NSGs), ExpressRoute and Site-to-Site VPN
- Understanding of enterprise architecture management processes, solution life cycles, and DevSecOps concepts
- Knowledge of DevOps practices and tools (e.g., Azure DevOps, CI/CD, containerization, Jira, Azure DevOps, Splunk, version control such as Git and Apache Subversion (SVN)
- 8 years professional experience in IT infrastructure engineering or equivalent role in the federal government domain (government employee or contractor)
- Bachelor's or Master's degree in technology-related field
- Professional Certifications: Security+ and Network+, or relevant advanced certification (Azure Network Engineer Associate, AWS associate-level cert, VCAP-NV, JNCIE-ENT, CCIE)
- Clearance Required: This position requires a National Agency Check (NACI) background clearance. A background investigation will be conducted to authorize a basic public trust clearance.
