Overview
The Network Planning Engineer will analyze network requirements, then create and present design solutions that support those requirements along with the technical, operational, financial and business strategies of the company and the business unit. The Network Planning Engineer will be responsible for presenting alternate designs and summarizing their benefits and weaknesses to demonstrate the efficiency of the proposed design. The Network Planning Engineer will track CAPEX projects to augment capacity in regards to schedule and cost.

Overview
The Network Planning Engineer will analyze network requirements, then create and present design solutions that support those requirements along with the technical, operational, financial and business strategies of the company and the business unit. The Network Planning Engineer will be responsible for presenting alternate designs and summarizing their benefits and weaknesses to demonstrate the efficiency of the proposed design. The Network Planning Engineer will track CAPEX projects to augment capacity in regards to schedule and cost.
Duties:
- Plan new hub spaces, network routes and overbuilds where needed. Review all new build and augment sites for network design to downstream organizations.
- Develop a comprehensive plan with some route development for clusters of businesses in a defined geographical area with inputs from Marketing and Regional Sales Vice Presidents.
- Produce and analyze monthly tracking reports detailing fiber utilization and trending for key network parameters.
- Perform Return on Investment (ROI) analysis for capital expenditures associated
with route expansions, overbuilds, or other network investments. - Identify potential capital improvements while assessing mandatory cable relocations.
- Develop maps of network assets as required by internal customers.
- Interact with different management levels of other organizations.
- Optimize and consolidate CAPEX Augments to realize network efficiencies and economies of scale in regards to Outside Plant, Facilities and Network Engineering investments.
- Develop forecasting models/tools to identify and capture historical trends and
traffic patterns in augmented areas. - Work with the regional Vice Presidents and Directors in Sales to aggregate customer demand in order to forecast and justify network investment on a monthly basis.
- Track and report on progress of network investment projects that are not directly customer driven.
- Assist Hub Engineering with Cross Connect projects
- Prepare and communicate accurate forecasts to identify trends, in an appropriate manner.
- Create and implement action plans to optimize CAPEX investments w/r/t timing and scope and leverage economies of scale.
- Coordinate with all respective departments and enable high degree of collaboration.
- Coordinate and collaborate with IT to develop tools to automate information gathering and forecasting. Manage and lead team to broaden coverage and reach of Planning efforts to as high degree as possible.
- Bachelor's degree from a 4-year college or university is required. Engineering discipline preferred.
- 3 5 years prior Telecommunications and/or Network Planning Experience required
- Expert knowledge of current Layer 2 and Layer 3 network technologies including but not limited to VoIP, MPLS, Ethernet, DWDM, SONET and PON
- Valid Driver License
- Detailed knowledge of Central Office facilities and Customer Premises Equipment.
- Strong understanding of legacy network technologies including but not limited to Digital Cross-Connect Systems, ATM, Centrex and POTS
- Proficiency with Microsoft Office applications
- Knowledge of Netcracker is a plus
- Must possess strong organizational, planning and interpersonal skills to lead and motivate a diverse group performing multiple assignments
- Ability to produce, maintain and manage to detailed Project Plans
- Ability to oversee vendor contractors to ensure company guidelines and policies are adhered to and time lines and budgets are met
- Ability to produce and deliver presentations to senior management and/or customers, as required
- Self-starter with the ability to multitask, follow up and report progress in a timely fashion
- Ability to interact with Cross-Functional teams including Sales, Marketing, Network Engineering, Fiber Network Management, Construction, Operations and Finance.
- Excellent analytical, problem solving, written and oral communications skills
- Knowledge of Streets and Trips, MapInfo software, experience using other GIS software (Client Smallworld) packages is a plus
- Knowledge of Visio, CAD is plus
