Our direct governemnt client in NYC is looking for 2 Senior IT Network Project Managers for a 12+month hybrid role. Must have PMP and CCNA certifications.
Our direct government client in NYC is seeking an appropriately qualified vendor to provide network project managers to work both in-person and, if needed, remotely. They anticipate that two (2) network project managers will be needed at the time of contract registration, but the Agency may require, and the vendor would be expected to provide, additional resources during the contract term. The network project managers will assist with implementing core network infrastructure hardware, software, and assist with overseeing a variety of hardware, software, and infrastructure implementations of IT solutions at all NYC locations.
The network project managers will coordinate efforts with agency and external teams, equipment vendors, and other specialists during hardware deployment, and network setup. Their expertise will help ensure network system integration and interconnectivity of all health department locations including the new PHL facility and other agency-managed sites.

A.Experience and Organizational Capability:
Each network project manager would have the following credentials, organizational capability, and/or experience:- A minimum of three (3) years of experience in program or project management, specifically in network infrastructure deployment in a new construction environment. Greater consideration will be given to proposers who have experience in healthcare or health lab environments.
- A bachelor's degree in Information Technology, Computer Science, or a related field.
- PMP, PMI, or related project management certifications are a plus.
- Cisco Certified Network Associate (CCNA) or other relevant network certifications are a plus.
- A proven ability to manage budgets and financial aspects of projects, with experience in new construction projects and/or healthcare budgeting a plus.
- A minimum of three (3) years of experience in IT network architecture, protocols, and best practices, with an understanding of the unique requirements of health lab facilities.
- Experience working with network infrastructure, vendors, contractors, and specialized healthcare equipment providers.
- Proficiency in project management tools and software, including salesforce project tracker, MS Project, and Visio.
- Excellent organizational and leadership skills.
- Effective communication skills and interpersonal abilities.
- Must be able to work both on-site and, if needed, remotely.
B.Scope of Services:
The Contractor/Network project managers would perform a variety of services, both in-person, and, if needed, remotely, including but not limited to:- Collaborate with internal and external stakeholders to define project objectives, scope, and requirements to network infrastructure, including LAN, WAN and WLAN.
- Identify potential risks and developing mitigation strategies to address issues that may arise during the course of network projects such as equipment failure, resource constraints or scope changes.
- Troubleshoot technical issues for both hardware and software, evaluate technical solutions, and ensure IT projects meet technical IT specifications and standards.
- Work with internal and external network architects and engineers to design scalable, secure, and resilient network architectures that meet organizations requirements.
- Oversee the configuration, deployment, and testing of network devices such as routers, switches, firewalls, and wireless access points to ensure optimal performance and security.
- Implement security measures such as access controls, encryption, VPNs, and intrusion detection/prevention systems to protect the network from unauthorized access and cyber threats.
- Develop and implement disaster recovery plans, backup strategies and redundant network configurations to minimize downtime and data loss in the event of network failures or disasters.
- Develop and execute comprehensive project plans, including timelines, budgets, and resource allocation, to ensure the successful deployment of network infrastructure, with a specific focus on the unique requirements of health lab facilities for multiple potential projects.
- Collaborate with network architects and engineers to design a robust and scalable network infrastructure that meets the high-performance demands of all NYC Health Department locations and supports critical research initiatives.
- Identify and engage with network infrastructure vendors and contractors as well as specialized health lab equipment suppliers.
- Coordinate the efforts of cross-functional teams, including network engineers, technicians, lab specialists, and contractors, to ensure the seamless integration of network infrastructure and all locations
- Monitor and manage project budgets, track expenses, and report on financial performance, with a focus on accommodating the specialized equipment and technology required for IT operations.
- Establish and enforce quality standards for network infrastructure installation and configuration within all IT settings across the agency, conducting regular inspections and audits to meet rigorous healthcare research standards.
- Identify potential risks and issues unique to Health Department/IT operations, develop mitigation plans, and ensure project progress aligns with established goals, including compliance with healthcare regulations.
- Maintain clear and effective communication with internal and external project stakeholders, including health researchers, laboratory personnel, and IT teams, providing regular updates on project statuses, milestones, and issues.
- Ensure comprehensive documentation of network infrastructure designs, configurations, and maintenance procedures, particularly tailored to health lab compliance and research standards.
- Oversee the transition of network infrastructure and facilities to operational status, ensuring seamless performance and reliability in support of critical healthcare research activities.
- Contractor must be able to provide additional network project managers, if requested by the agency during the course of the contract term. The additional network project managers would be paid at the same hourly rates that are set forth in the budget.
