Criteria for Initial Step Placement on the Schedule
Consideration for initial salary schedule step placement shall be determined based on the employee’s education, experience, and technical abilities as related to the requirements of the specific position. Salary schedule step placement shall be made by the chief human resources officer after consultation with the chief accountability officer.
Advancement
All information technology employees will move incrementally over one salary schedule step every two years. Step advances are only made once a year effective September 1. To be eligible for such step advancement, an employee must have been in the position by January 31 of the previous school year.
PRIMARY FUNCTION:
The Senior Information Security Manager leads a portfolio of high impact cybersecurity initiatives and operations. This position works with technical teams and leadership to shape how the Kent School District protects data and end users from cybersecurity risk.
The incumbent is action-oriented, passionate about information security, and has experience utilizing project frameworks to affect change. The Senior Information Security Manager is responsible for providing leadership across a suite of information security initiatives. This includes managing the information cybersecurity portfolio, providing oversight of related projects, and direct participation in deliverables. With minimal direction, the Senior Information Security Manager works with executive leadership to balance technical enhancements with executive awareness and District adoption.
REPRESENTATIVE DUTIES:
The Senior Information Security Manager applies expertise in planning, designing, and implementing enterprise-class infrastructure solutions, cybersecurity services, operation frameworks, and practices. A thought leader for systems security, cloud computing, and network infrastructures through solution selection and design. Primarily partners with the Technology Services and Operations and Digital Learning teams in pursuit of security, and systems improvements.
Works to maintain the highest level of cybersecurity for the District. Performs penetration testing, vulnerability scanning, and risk analysis and reporting. Oversees cybersecurity incident management including preparing for, detecting, reporting, assessing, responding to, and learning from cyber security incidents.
Stays current on changing technologies and with awareness of emerging threats to implement needed safeguards. Responsible for developing and spearheading security awareness programs. Effectively communicates technology trends, solution benefits, risks, etc. to executives with varying levels of technology understanding.

ESSENTIAL FUNCTIONS:
Develop forward-thinking strategic technology and cybersecurity architectures and plans to meet organizational goals and objectives and to strengthen the District's technology cybersecurity infrastructure and operations. Execute approved infrastructure security and technology recommendations where needed:
- Responsible for the establishment of architectural design, deployment, performance, and security standards and objectives of District technology infrastructure (network, systems, etc.).
- Develops plans and techniques to mitigate vulnerabilities and improve defenses. Actively leads the development of goals, strategy and methodologies of the District's cyber defense program in alignment with the overall Information Security program strategy.
- Protects District's information, information systems, networks, and all related programs by analyzing public and private information sources to develop effective defensive techniques.
- Analyzes data from information technology and cyber defense tools, such as endpoint protection, intrusion detection, security event monitors and web filters, to identify potential threats and defend Kent School District against all forms of cyber deception and attack.
- Determine opportunities for innovation and improvement to remove the limitations of current technology infrastructure and operational frameworks. Monitor emerging trends and recommend changes to the current infrastructure environment and/or technology strategy.
- Responsible for large infrastructure projects from analysis, design, technical implementation, support and project management. Create project plans with milestones, due dates and resource needs for execution to achieve intended results on time and within budget.
- Proactive advancement of the District’s commitment to equity and inclusion across all technology infrastructure systems and functions.
REQUIRED QUALIFICATIONS:
- Bachelor’s degree in computer science or related information technology field, or relevant professional work experience.
- 7+ years of progressive responsibility supporting complex technology infrastructures utilizing Cisco networking, VMware virtualization, Windows Server, MS365 cloud or similar in roles such as network engineer, systems engineer, security analyst, converged computing and storage platforms administrator, cloud computing administrator, etc.
- Expert level knowledge and understanding of network theory, methodologies, and protocols including but not limited to TCP/IP, (IPv4 and IPv6) OSPF, BGP, and IGRP.
- Advanced knowledge of firewall platforms and other related IDS/IPS/web filtering systems and managing access controls and policies.
- Experience with packet analyzers (Wireshark, Fiddler, OmniPeek).
- Proven track record of network/systems design, implementation and administration, or network and systems engineering and administration.
- Ability to balance business requirements, current infrastructure, KSD’s strategic plan and budgetary constraints to consistently meet organizational needs.
- Skilled with conceptual, analytical, and critical thinking/problem-solving.
PREFERRED QUALIFICATIONS:
- Expert level knowledge and experience in cybersecurity domains such as security and risk management, asset security, security architecture and engineering, IAM, security assessment and testing, and security operations.
- Master’s degree in computer science, cybersecurity or related IT infrastructure field.
- K-12 School District experience supporting educational network environments.
- Understanding of governance and compliance to support District policy pertaining to access and use of email, data, and web content as defined by CIPA (Children’s Internet Protection Act), COPPA (Children’s Online privacy Protection Act), and FERPA Federal Education Rights and Privacy Act).
PREFERRED CERTIFICATIONS:
Any combination of relevant technology infrastructure certifications across multiple technologies or practices.

- CISM: Certified Information Security Manager
- ISSMP: Information Systems Security Management Professional
- CISSP: Certified Information Systems Security Professional
- CISA: Certified Information Security Auditor
- CEH: Certified Ethical Hacker
Technology Architect:
- TOGAF: The Open Group Architecture Framework
- CITA Iasa certifications
- EACOE: Enterprise Architecture Center Of Excellence, Enterprise Architect
Cisco Systems:
- CCNP: Cisco Certified Network Professional in switching, wireless, routing, security and/or data center.
- CCDP: Cisco Certified Design Professional
Employment eligibility that may include fingerprints, health (TB), and/or other employment clearance.
Must have valid driver’s license and automobile available for use. Must be willing to attend evening and weekend meetings.
