Los Angeles Community Health Project (CHPLA) is a program of Heluna Health. CHPLA’s mission is to improve the health and wellbeing of people affected by substance use in Los Angeles, to increase access to health care, to empower people to protect themselves, and educate each other to reduce harm in our communities. CHPLA combines direct services, advocacy, outreach, education, and research collaborations to fulfill this mission. Los Angeles Community Health Project was founded in 1992.
The Los Angeles County (County) Department of Health Services (DHS) Office of Diversion and Reentry (ODR) Overdose Education and Naloxone Distribution (OEND) program will expand access to naloxone across the County. The aim of the OEND program is to provide harm reduction training and naloxone to people who use County services, and for those who are likely to witness or discover an overdose. Naloxone is an opioid antagonist which is used to reverse the effects of an opioid overdose. Because of the high mortality rates among people leaving incarceration, the leading intended population to share overdose education and naloxone are with people released from County jails or by outreach in their communities.
Under the direction of the Director of Training and Education, this position will be responsible for project management, operations management, quality assurance, and supervisory tasks.

The pay rate for this position is $85,000 annually.
ESSENTIAL FUNCTIONS
- Establish and manage project schedules for all OEND programs and report on project status to the Director of Education and Training
- Assist the Director of Education and Training with implementing strategic plans through organizing, assigning, and coordinating work plans to OEND staffing
- Identifies potential problem areas in advance, takes corrective action, advises others of required actions, and brings unresolved difficulties to the attention of the Director of Education and Training
- Provide daily supervision, administrative oversight, and technical support for OEND trainers and the OEND Education developer to cultivate problem-solving skills and develop facilitation skills.
- Conduct timesheet approvals for OEND Trainers and the OEND Education Developer
- Assist the Director of Education and Training with implementing policies and procedures and monitoring.
- Coordinate participant and community survey administration and data collection and conduct data analysis for program implementation.
- Build and maintain relationships with community partners to ensure quality services and identify opportunities for service provision
- Conduct quality assurance to assess OEND training, Naloxone Access Points, Naloxone Vending Machines, and Clearinghouse activities to identify areas for improvement
- Monitor and analyze databases for OEND programming to make recommendations for .
- Create quality assurance measures such as training evaluation forms, community partner feedback sessions, and routine reviews of OEND training to ensure accurate and up-to-date information.
- Conduct training observations to assess trainer facilitation skills and workshop quality
- Establish and Maintain relationships with community partners to expand and extend OEND services
- Submit monthly training data to DHS funders
- Assist with administrative responsibilities for program activities such as MOUs, scheduling correspondence, maintenance requests, etc.
- Attend Harm Reduction and other related meetings and planning groups to receive current information and collect resources.

JOB QUALIFICATIONS
Education/Experience
- A Bachelor's degree or higher from an accredited college or university in a discipline related to project management, public health, public administration or health sciences
OR
- 2 years in management experience in health care administrative operations for the following populations: unhoused populations, justice-involved, populations who use substances OR - (B) Researching, studying, and making recommendations to support health or social service programs or policy.
- Experience serving people who use drugs, people at-risk for overdose, and/or vulnerable populations.
Relevant Work and Lived Experience
- Member of the community, close affiliation, or shared life experience with justice involved individuals.
- Ability to work appropriately and effectively within a variety of communities with varying populations.
- Experience working with medically and socially complex individuals.
Certificates/Licenses/Clearances
- A valid California driver’s license, proof of vehicle insurance, and reliable transportation or the ability to utilize an alternative method of transportation when needed to carry out job-related essential functions
- Successfully background check clearance.
- Valid Class C driver’s license required.
- Must legally be able to drive company vehicles to various locations across Los Angeles.
Other Skills, Knowledge, and Abilities
- Written and spoken proficiency in Spanish preferred.
- Proficient with Microsoft Office applications (Word, Outlook,).
- Experience serving the chronically homeless population with co-occurring disorders.
- Understanding and willingness to take a harm reduction approach
- Able to maintain composure and clear judgement under high stress situations, high demands.
- Ability to prioritize and self-manage workload and activities in order to complete tasks in a timely and efficient manner.
- Ability to establish and maintain effective working relationships with staff, collaborative team player.
- Excellent attention to detail.
- Ability to work very independently and seek supervision when appropriate.
- Ability to set boundaries, resolve conflict using de-escalation techniques.
- Willingness to utilize own vehicle or company vehicle to conduct business and provide transportation for participants.

WORK ENVIRONMENT
Both office and community setting. Will be necessary to travel throughout Los Angeles for participant care, participant transports and trainings. Field work takes place in a variety of setting including encampments, hospitals, shelters, courthouse, community settings. Agency vehicles are available, but work may require use of personal vehicle at times.
