Overview:
Responsible for on-site management at a large Homeowner's Association in Monterey. Performs general office and site management activities in keeping with property CC&R's, By Laws and Rules and Regulations. Facilitates homeowner service and other requests as identified in governing documents and approved policies. Operates under the supervision of the Managing Agent and as directed by the Board of Directors.
Responsibilities of this role include but not limited to:
- Performs property overview daily to identify obvious maintenance, safety, violation or property damage issues.
- Inspects property weekly for maintenance needs, safety/security and violation issues to ensure property is safe and well maintained and in compliance with rules and regulations of Association.
- Reads security log daily to determine any noted security needs/problems especially those which require immediate action. Advises Managing Agent and Board of Directors of any issues observed and takes action in accordance with approved Association policy and governing documents.
- Monitors corrective action through completion.
- Prepares and distributes correspondence and reports relating to these issues on a weekly basis to Managing Agent and to Board of Directors for regular Board meetings.
- Notifies individual homeowners of any infractions/need for correction. Must notify homeowner and obtain approval prior to any corrections made/work done in their Exclusive Use Common Area.
- Responds to homeowner service needs and other requests by the next business day and in accordance with approved policies.
- Corresponds with owners directly via telephone, e-mail, or text to address requests.
- Arranges for service needs/solutions that are the responsibility of Association pursuant to and as identified in governing documents.
- Promptly responds to other homeowner inquiries within the scope of authority and responsibility of Association .
- Maintains and updates contact database, owner information and roster as changes are made.
- Provides vendor access to owner units only upon owner request and approval and with current signed Indemnity Agreement on file.
- May also perform periodic vacant unit checks only at homeowner's request and with current signed Indemnity Agreement on file.
- Maintains signed Indemnity Agreements and keeps current.
- Receives and holds packages and/or mail for homeowners as needed in Association office.
- Works with on-call managers and Managing Agent's after-hours emergency response system as needed to resolve emergency issues consistent with Association governing documents and Managing Agent requests.
- May be required to provide after-hours and/or week-end emergency on-call service as requested by Managing Agent.
- Develops specifications (if within On-Site Manager's expertise) and obtains proposals for maintenance, repair and replacement of Association property and facilities as required and as directed by Board of Directors.
- Monitors contracts for services as approved by Board for security, building maintenance, landscape and grounds maintenance, facilities maintenance and reserve fund based projects.
- Arranges for alterations or reconditioning of property to maintain upkeep as specified by budget, reserve study and/or as directed by Board of Directors.
- Works with, monitors and coordinates assigned vendors and assigned project managers to properly implement and complete approved work.
- Accompanies and monitors contractors for HOA mandated inspections and reports findings. Reviews and responds to all vendor correspondence.
- Provides periodic inventory of common areas, common building contents and property conditions for Managing Agent review.
- Has knowledge of location(s) of property water and gas main line switches/turnoffs. Maintains key control for common area property.
- Maintains and monitors Association Maintenance Schedule and all on-going contracts.
- Reviews invoices to be paid and may assist in budget process. Knows what portion owners pay for and what portion Association pays for per Maintenance Matrix. Confirms invoices are consistent with contracts and are for services provided. Reports any inconsistencies to Managing Agent and Board of Directors. Understands Maintenance Matrix (homeowner vs HOA responsibilities for maintenance/repairs).
- Compiles information for monthly Board of Directors Meetings and prepares/issues monthly Board meeting agendas and packets. Sets up Conference Room for Board meetings. Attends Board of Directors meetings and takes and prepares minutes.
- Performs general site office administrative duties and may provide staff support for Association Committees if time permits as determined at the discretion of the On-Site Manger and as authorized by the Board of Directors.
- Assists HOA with events as needed.
- Sends out monthly informational Newsletter to all residents with input from Board of Directors and Managing Agent.
- Maintains availability on-site during normal working business hours. When leaving site for Association business, personal needs, or any extended period of time (vacation, etc.) must leave out-of-office messages on e-mail/phone and person/phone number to contact during absence.
Requirements/Skills
- 3 years or more experience in property management preferred
- Single Family Management/Home Owners Experience preferred
- Associates or Bachelor degree preferred
- Strong communication and interpersonal skills
- Strong organizational and time management skills
- Ability to work in a fast-paced environment
- Proficient with Microsoft office
- Able to problem solve and work independently
- Must have valid drivers license and have the ability to drive around the local market on a regular basis
