Position Overview:
Edgesource is seeking a Operations Business Analyst in support of the Department of Homeland Security (DHS), Cybersecurity and Infrastructure Security Agency (CISA), Stakeholder Engagement Division (SED). This role can support a hybrid work schedule with employees required to report onsite to the Arlington, VA client facility twice per week (near Ballston Quarter / Metro accessible). Additionally, all candidates MUST be US citizens who are willing to undergo a background investigation and maintain a US government security clearance.
Job Duties:
- Develop, refine, and implement policies, programs, planning and training
- Assist in defining systemically important entities (SIEs) as entities with primary responsibility for operating national critical functions (NCFs)
- Work with Sector Risk Management Agencies (SRMAs), Government Coordinating Councils (GCCs) and Sector Coordinating Councils (SCCs) to identify SIEs supporting NCFs relevant to each of the sixteen critical infrastructure sectors
- Understand implications of Section 9 of Executive Order 13636 to accommodate the designation of SIEs tied to an entity’s role in operating NCFs
- Policy and law experience to understand the designation of SIEs in supporting resiliency
- Coordinate with SRMAs, GCCs and SCCs to determine how to engage vendors and other third parties that play critical roles in supporting the SIEs’ operation of NCFs
- Background in national resilience efforts around national security, health and human safety and economic prosperity
- Ability to prioritize government resources and assets to prevent, mitigate and respond to risks to the most critical entities
- Support partners, such as SRMAs and SCCs, to establish a common framework to analyze systemic risk, including a process for decomposing functions, identifying SIEs that support relevant functions and identifying systemic risk transmission channels
- Understand existing functions and the primary and enabling entities supporting those functions, and how systemic risk may present itself within each function
- Work with SRMAs, GCCs, and SCCs to establish a limited number of initial national resiliency goals and create a process for updating these goals on a regular cycle
Required Qualifications:
- US citizen with the ability to maintain a U.S. government secret security clearance.
- Bachelor's degree in a relevant field of study.
- 5+ years of related work experience.
- Possess strong technical writing capabilities and experience in preparing memoranda, reports, and meeting summaries as the sole notetaker.
- Demonstrated ability to research, analyze, and translate concepts for various audiences’ perspectives.
- Ability to travel up to 15% for domestic events.
Desired Qualifications (NOT REQUIRED):
- Current DHS suitability or an active US government security clearance.
- Experience working in support of the DHS and / or federal government.
- Knowledge of relationships between federal, state, local, territorial, and tribal governments, private sector partnerships, and international partnerships.
