POSITION DESCRIPTION
The Energy & Utilities Division, within the Facilities and Operations Directorate, has an opportunity to fill the position of Operations Engineer/Supervisor which reports directly to the Energy & Utilities (EU) Division Manager. The Operations Engineer/Supervisor is responsible for safe, compliant and efficient operations of various Energy and Utilities Division groups, including but not limited to utility plant operations, site shift supervisors, plant supervisors, and energy management. Provides expertise, engineering and guidance and assistance to plant and trade supervisors and acts as a replacement in a supervisor's absence. Performs special projects as directed by the Division Manager. The normal hours for this position are M-F 8:00 am-4:30 pm, and on occasion may be required to work additional hours to assist with project execution, work oversight, maintenance periods, or utility emergencies.
Essential Duties and Responsibilities:
- Provide leadership, management and direction for staff within the EU Division to effectively own and operate utilities and infrastructure.
- Communicate effectively and often with stakeholders to address operational issues and needs.
- Ensure actions related to abnormal events are immediately taken to minimize the effects of the event and ensure a safe state.
- Identify, troubleshoot, and communicate breakdowns or upset conditions for utility systems.
- Periodically may act as the delegate in-charge for the EU Division Manager.
- Identifies and helps plan the ongoing maintenance needs of the systems.
- Determine resources and needs necessary to achieve operational targets and participate in the EU Division budget preparation process.
- Assist in the development of the site utility master plan.
- Coordinate and plan for the utility needs of science organizations.
- Conduct benchmarking, tracking and trending to measure utility and staff performance.
- Supports the supervisors with work coordination, work scheduling, staffing issues, and work order processing.
- Responds and/or directs staff to respond to all emergencies, alarms, and unusual conditions related to equipment and services.
- Prepare statements of work (SOWs), service contracts, specifications, drawings, etc.
- Manage service and maintenance contracts. Supervise contractors on-site to ensure that work is performed in accordance with contract specifications.
- Monitor work to ensure planning, design, engineering, etc. is performed when needed and in compliance with BNL procedures and relevant codes and standards.
- Monitor work to ensure processes are followed and make recommendations for changes in processes, procedures, work execution, etc. to improve safety and operational efficiency.
- Act as the Project Manager for special projects as assigned by the EU Division Manager.
- Develop and execute corrective actions as necessary to correct identified deficiencies or negative trends.
- Facilitate and ensure compliance of the F&O work control processes and procedures across utility trades.
- Assist the EU Division Manager in ensuring proper Conduct of Operations are followed.
- Assist to ensure that Configuration Management processes are being followed.
Required Knowledge, Skills, and Abilities:
- Requires a bachelor’s degree in electrical, mechanical, facilities engineering, or equivalent degree and a minimum of seven (7) years of broad facilities and operations experience, with knowledge of the building trades applicable to design, operations, and maintenance.
- Requires a minimum of three (3) years of supervisory experience, or equivalent experience with some knowledge of the building and maintenance trades.
- Requires a broad understanding of the operation of some utility systems such as: central steam plant steam, steam distribution systems, chilled water plant operations, potable water supply and distribution systems, sanitary collection and treatment systems, and electrical distribution systems.
- Ability to read and understand underground utility maps and P&I drawings.
- Strong decision-making skills and the ability to respond to a complex set of circumstances.
- Must be able to read, write, and verbally communicate in English.
- Must have working knowledge of computers and software applications i.e., Microsoft Office suite.
Preferred Knowledge, Skills, and Abilities:
Experience, familiarity, or certification associated with the following:
- International Facility Management Association (IFMA) certification.
- Familiarity with the Building Code of New York State.
- Familiarity with various NFPA and ASHRAE standards.
- Ability to use AutoCAD to modify drawings and create as-built drawings.
- Supervising in a collective bargaining/union environment.
- Engineer-In-Training or Professional Engineer status in New York State.
Environmental, Safety, and Health, Considerations:
- Standing, bending, and lifting, up to 30 lbs.
- Ability to work in confined spaces.
- Ability to climb fixed and portable ladders and work at heights up to 10 feet.
- Work outdoors/cold environments.
- Work in warm environments.
- Ability to wear proper PPE such as safety glasses, safety shoes, and hearing protection.
- Domestic travel may be required on occasion for training purposes.
- Use of private car may be required at certain times.
Other:
- Valid Driver’s license.
- This is a fully onsite position located at BNL – Upton, NY.
Brookhaven Laboratory is committed to providing fair, equitable and competitive compensation. This is a multi-level role and the full salary range for this position is $111,300- $140,900 / year. You will be placed at the level and salary commensurate with your experience. Salary offers will be commensurate with the final candidate’s qualification, education and experience and considered with the internal peer group.
